CLARKE, UTILITY DIRECTORI_0 ` <br />SUBJECT: APPROVE WATER DISTRIBUTION DATA CONVERSION PROJECT FOR THE <br />CITY'S GEOGRAPHIC INFORMATION SYSTEM (GIS) <br />DATE: November 16, 1999 <br />BACKGROUND <br />The City of Colton is implementing a Geographic Information System under the leadership of the <br />Electric Utility department. As the implementation of this program continues, there exists a need for <br />contracting consultants experienced in conversion of paper map data into computer digital format for <br />use in the GIS. <br />DISCUSSION <br />The next major step in the GIS implementation project is the conversion of hardcopy data into a specific <br />GIS format. The first of these extensive projects is the water distribution system. The benefit of having <br />the water distribution system data in the City's GIS is that it will allow employees, and others that have <br />necessity for it, to access the information that at this time only exists in storage vaults. <br />ALTERNATIVES <br />There were three well-written proposals submitted in response to the Request for Proposals. Staff <br />selected the most applicable proposal, which also came in at the least cost. Nobel Systems is the <br />company that provided the City's Water Pilot Area Data Conversion Project. <br />FISCAL IMPACT <br />Funding for these services is available in the Water/Wastewater Administration Professional Services <br />Account No. 521-8300-8300-2350. <br />RECOMMENDATION <br />Staff recommends that the City Council approve the attached Utility Department Professional Services <br />Agreement with Nobel Systems, for an amount not to exceed $80,000, for the water distribution data <br />conversion and associated services for the City of Colton. <br />TKC/MP:cc <br />Attachment: Nobel Systems Utility Department Professional Services Agreement <br />Page 1 of 1 (w/attachment) <br />Item #17 <br />
