CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF JULY 6,1999
TO: Honorable Mayor and City Council
APPROVAL: Henry T. Garcia, City Manager
t. A j —ex
FROM: avid R. Zamora
t wta_ I
Community Development Director
SUBJECT: First Reading of an Ordinance Adopting New Chapter 18.45 Relating to Wind
Powered Generators and Windmills
DATE: June 17, 1999
BACKGROUND:
The Council directed Staff to prepare an ordinance that would adequately respond to their concerns,
including the protection of our City's residential areas and land uses, from the potential adverse
impacts which wind powered generators and similar structures that generate power from harnessing
the wind may have.
The proposed ordinance has been carefully reviewed by our legal counsel and is now before Council
for review and adoption.
DISCUSSIONIANALYSIS:
The goal of this proposed ordinance is not only to seek a more efficient method to review and
process these types of applications, but to also and most importantly inform and protect our City's
residents from the potential adverse impacts which wind powered generators and similar structures
that generate power from harnessing the wind may have.
ALTERNATIVES:
The Council may choose not to adopt the proposed ordinance. Staff would then review all future
applications to construct wind powered generators under the Conditional Use Permit process, which
is more ambiguous and less efficient.
FINANCIAL IMPACT:
None.
k C . 0.
DAVID R. ZAMORA, Community Development Director
ENVIRONMENTAL IMPACT:
None.
Staff recommends approval of the attached Ordinance.
DRZ/wm
Attachment: Ordinance It= # 2
