Clarke, Utility Directorlo� <br />Dennis Morris, Human Resource Director <br />SUBJECT: Approval of a Resolution Establishing a New Employee Position - Revenue <br />Manager, Authorization for Recruitment and Appointment of Same, and Deletion <br />of the Existing Position of Utility Financial Analyst in the Utility Department <br />BACKGROUND <br />The Electric Utility has maintained a financial accounting classification to track sales and other <br />revenues as well as oversee accounts payable and advise the Director on budgetary <br />compliance. The merger of the utilities under the Utility Department has expanded this role. <br />The recent resignation of the Utility Financial Analyst afforded the Utility Department an <br />opportunity to reassess its human resource needs in this area in the light of such changes as <br />electric utility restructuring in California, changes in the character of the Department itself, and <br />the Council's goal of improving customer service. <br />DISC USSIONIANAILYSIS <br />The new position of Revenue Manager replaces and considerably exceeds in scope the Utility <br />Financial Analyst position. In addition, the position has a leadership role in the improvement of <br />the Customer Service Division, which is now merged with Utilities. Commensurate with the <br />added responsibilities for all three Utilities and Customer Service, the salary was established by <br />the Human Resource Director after evaluating like positions within both the Utility and Finance <br />Departments. The Revenue Manager is expected to provide highly professional support to the <br />increasingly competitive missions of the Utilities. <br />ALTERNATIVES <br />Maintain and recruit the existing classification or some other modification of that classification. <br />Place responsibility for Customer Service improvements on some other existing or new position <br />such as the proposed Marketing Manager. <br />FINANCIAL IMPACT <br />The position was funded in the recently approved two-year budget in the Administration account <br />of the Electric Utility. <br />RECOMMENDATION <br />That the City Council approves the attached Resolution, establishing the position of Revenue <br />Manager in the Utility Department. <br />Page 1 of 1 (w/attachment) <br />Item #8 <br />
