Kivley, Assistant to the City Manager A <br />Subject: Certification Agreement with the State of Califo Office of toric <br />Preservation, Department of Parks and Recreation <br />Date: July 7, 1999 <br />BACKGROUND <br />In February 1998, the City of Colton submitted an application for certification as a Certified Local <br />Government in California. In November 1998, members of the Historic Preservation Commission <br />inquired as to the status of the application. Inquiries were subsequently initiated with staff at the State <br />Office of Historic Preservation to determine the status. It was determined there were three unmet <br />requirements: (1) Separate the delegation of responsibilities for historic preservation from community <br />development duties; (2) Include the information allowing designation of historic districts; and (3) Provide <br />a statement iterating the fact "the current membership of the Commission includes the most qualified <br />individuals to the extent available in the community". Based on the three unmet requirements, on March <br />2, 1999, the City Council adopted two revised Municipal Codes sections 15.40.030, Definitions and <br />15.40.080, Nomination and designation program for historic resources. Additionally, on May 6, 1999, <br />the transmittal letter to the Office of Historic Preservation included, among other documents, the <br />necessary statement regarding the Commission membership. <br />DISCUSSION /ANALYSIS <br />On May 27, 1999, the City of Colton submitted a Certified Local Government (CLG) Grant Application <br />packet to the State Office of Historic Preservation. Consistent with past practices within the State <br />program, the State allowed the City to submit the grant application contingent upon completion of the <br />CLG paperwork. The Certification Agreement completes the necessary paperwork for CLG status. The <br />agreement remains in effect until the participant (City of Colton) requests or the State Historic <br />Preservation Officer decertifies the CLG. <br />FINANCIAL IMPACT <br />Other than filing the appropriate papers with review by the affect departments, there are presently no <br />fees associated with this certification. <br />REVIEW BY OTHERS <br />The City Attorney reviewed the document as to form and convent. The Historic Preservation Commission <br />supports signing the agreement and completing any additional paperwork for status as a Certified Local <br />Government. <br />RECOMMENDATION <br />Authorize the City Manager as Historic Preservation Officer for the City of Colton to execute the <br />Certification Agreement with the State of California, Office of Historic Preservation and any additioMl <br />paperwork necessary to complete the process for affirmation as a Certified Local Government. <br />Enclosure <br />Gty Coundl Agenda CLG Agreement 72099.doc <br />Item #15 <br />
