CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of June 1, 1999 <br />TO: Honorable Mayor and Council Members <br />APPROVAL: Henry T. Garcia, City Manager <br />FROM: Daryl J. Parrish, Assistant City Manager IF <br />SUBJECT: Authorize Staff to Negotiate with G.W. Singletary for the City of <br />Colton to Provide Infrastructure Improvements on Center Street in <br />Exchange for Right of Way Dedications from Property Owners <br />DATE: May 22, 1999 <br />BACKGROUND: <br />Land Developer G.W. Singletary contacted the City of Colton and the City of Riverside <br />to request assistance in providing infrastructure improvements on Center Street. The <br />south side of Center Street is in the City of Riverside and the north side of Center <br />Street is located in the South 44 Annexation area that was annexed into the City of <br />Colton in 1991. Currently there are no domestic water or sewer services provided on <br />Center Street. The area is presently served by private wells and by septic tanks on <br />individual parcels of land. <br />DISCUSSION/ANALYSIS: <br />The City of Colton annexed the South 44 area in 1991 with the intention of providing <br />domestic water and sewer service to better serve the property owners located in the <br />South 44 Annexation area which includes the Colton portion of Center Street. <br />Specifically, the Singletary request is for the City of Colton to install approximately 2400 <br />linear feet of 12 inch diameter waterline and to pave the southern half (the Colton half) <br />of Center Street. The City of Riverside has agreed to temporarily serve the waterline <br />installed by Colton using its domestic supply and to pave the northern half (the <br />Riverside half) of Center Street. Additionally, Colton has expressed its commitment to <br />Singletary and others that sewer improvements in the area will be forthcoming as part <br />of its master plan improvements. We anticipate the planning and engineering phases of <br />the improvements related to providing sewer service in the South 44 Annexation area <br />to be completed in early 2000. The estimated cost of the waterline improvement is <br />estimated to be 2400 feet x $80 per foot = 192,000. The estimated cost for Y2 of the <br />street improvements is $81,150. The total cost is estimated to be $273,150. The value <br />of the exchange of the right of way will be evaluated during our negotiations with <br />Singletary. <br />FISCAL IMPACT: <br />No fiscal impact associated with this action. Staff anticipates to return to the City <br />Council with a report explaining the cost of the proposed improvements and the benefit <br />received from the exchange of right of way at a later date. When (and if) that occurs <br />staff will present the fiscal impact of the project at that time. <br />Item 4 11 <br />
