CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF June 15, 1999 <br />TO: Honorable Mayor and City Cou cil <br />APPROVAL: H T. ka <br />ia ' Manager <br />v-� <br />FROM: avi a, unity Development Director <br />SUBJECT: Urgency Ordinance Adopting with Amendments the 1998 Edition <br />of the California Building Standards Code (CCR, Title 24) <br />Incorporating the 1997 Uniform Building Code (Volumes 1,11 and <br />III), the 1997 Uniform Mechanical Code, the 1997 Uniform <br />Plumbing Code, the 1996 National Electrical Code; and Adopting <br />1997 Uniform Sign Code, the 1997 Code for the Abatement of <br />Dangerous Buildings, the 1997 Uniform Swimming Pool, Spa and <br />Hot Tub Code, the 1997 Uniform Code for Building Conservation <br />and the 1997 Uniform Housing Code. <br />DATE: June 15, 1999 <br />BACKGROUND: <br />Every three years the Uniform Model Codes are updated and published by the <br />International Conference of Building Officials. The California Building Standards <br />Commission then adopts the latest editions of the model codes as the "California Building <br />Standards Code" (California Code of Regulations, Title 24). The California Building <br />Standards Code applies in all parts of California, however localities may adopt <br />amendments based on local conditions. Localities may also adopt by reference various <br />other model codes, including the Uniform Code for the Abatement of Dangerous Buildings <br />and the Uniform Housing Code. <br />DISCUSSION/ANALYSIS: <br />Traditionally, the City of Colton adopts the aforementioned California Building Standards <br />Code and various other model codes with amendments based on conditions that are <br />specific to the City of Colton. Amendments to the model codes must be based on findings <br />related to local climatic, geographic or topographic conditions. Adoption of the codes and <br />their amendments is designed to provide consistency in the application and enforcement <br />of building and housing standards with a particular emphasis on local needs. <br />ALTERNATIVES: <br />Not adopting this Urgency Ordinance with the applicable local amendments prior to July <br />1, 1999 would imply that the California Building Standards Code is applicable to the City <br />RVPUB\MXM\512934 <br />Item # I <br />
