Steel, Redevelopment Directore,�5_ <br />Adoption of a Resolution Approving the Submittal of a Recycling <br />Market Development Zone (RMDZ) Re -designation Application to <br />Expand the Agua Mansa RMDZ to Include Portions of the City of <br />San Bernardino and New Areas in the City of Colton <br />DATE: April 27, 1999 <br />Backeround/Discussion: <br />In 1986, the City of Colton entered into a Joint Partnership with the cities of Riverside <br />and Rialto and the Counties of San Bernardino and Riverside to create the Agua Mansa <br />Enterprise Zone (EZ). The Agua Mansa Industrial Growth Association (A!�UGA) is the <br />governing body of the EZ and is comprised of an elected official from each of the five <br />jurisdictions. <br />California Senate Bill 1322 created the Recycling Market Development Zone Program in <br />1990. The Program was established to provide low-interest loans to businesses that use <br />recycled materials as a feedstock for processing or manufacturing and that are located <br />within a designated Zone. The State established a limit of forty (40) zones statewide. <br />Each zone was established through a competitive process, which concluded in 1995. On <br />August 31, 1993, the California Integrated Waste Management Board granted AMIGA's <br />request for the Agua Mansa Recycling Market Development Zone (RMDZ) designation. <br />The Agua Mansa RMDZ sunsets in August 2003. <br />In 1997, the City of San Bernardino requested and received approval from the AMIGA <br />Board to be included in the Agua Mansa RMDZ. Because of the City of San <br />Bernardino's request to expand the zone and the application process that would be <br />required as part of such, the City of Colton decided it prudent to expand our existing zone <br />and minimize the total amount of application processes. <br />Each expanding jurisdiction is responsible for conducting an Environmental Review of <br />their expansion area pursuant to the California Environmental Quality Act (CEQA), as <br />required by the application process.
