REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of June 15, 1999 <br />TO: Honorable Mayor and City Councilmembers <br />APPROVAL: Henry Garcia, City Manager <br />FROM: Robb Steel, Redevelopment U'Directof- / <br />SUBJECT: Consideration and Approval of a Billboard Use Policy for the <br />City of Colton. <br />DATE: June 7, 1999 <br />Backaround: <br />The City of Colton currently has certain rights to use two freeway oriented Billboard Advertising <br />signs. The first sign face has been designated as an Adams Advertising Billboard that is located <br />on the southbound 1-215 freeway at Washington Avenue (the "City Sign"). This sign currently <br />has an advertisement for the Zendejas Restaurant. The second sign face has not been <br />specifically designated, but is to be another Adams Advertising sign face which shall be <br />available and that is located along a major highway in the Inland Empire. <br />Since the City of Colton has the right to use these signs on an ongoing basis and on occasion <br />may not need the signs to promote City business, community events or specific projects, the <br />City has the opportunity to make these signs available to outside advertisers and generate <br />some additional revenues for the City's general fund. Currently, the City does not have a formal <br />policy or procedures in place to consider requests to use these signs. Prior to making these <br />signs available to outside advertisers, the City should have a formal policy and procedure in <br />place to process, rank and select amongst applications for use of these signs. <br />On March 16, 1999, the Redevelopment Agency Board directed staff to form a committee to <br />develop a policy and procedures for the use of the Agency's billboard, which is located in the <br />Mount Vernon Project Area along Interstate 10 freeway. This Billboard Use committee was <br />comprised of City staff from various departments including the City Manager's Office, <br />Community Development Department, Utilities Department as well as the Redevelopment <br />Agency. <br />The committee has developed a draft policy, which has been reviewed by the City Attorney's <br />office, for the consideration of the City Council, a copy of which is attached hereto as Exhibit <br />"A" <br />
