REDEVELOPMENT AGENCY FOR THE CITY OF COLTON For the City Council Meeting of June 15, 1999 TO: Honorable Mayor and City Councilmembers APPROVAL: Henry Garcia, City Manager FROM: Robb Steel, Redevelopment U'Directof- / SUBJECT: Consideration and Approval of a Billboard Use Policy for the City of Colton. DATE: June 7, 1999 Backaround: The City of Colton currently has certain rights to use two freeway oriented Billboard Advertising signs. The first sign face has been designated as an Adams Advertising Billboard that is located on the southbound 1-215 freeway at Washington Avenue (the "City Sign"). This sign currently has an advertisement for the Zendejas Restaurant. The second sign face has not been specifically designated, but is to be another Adams Advertising sign face which shall be available and that is located along a major highway in the Inland Empire. Since the City of Colton has the right to use these signs on an ongoing basis and on occasion may not need the signs to promote City business, community events or specific projects, the City has the opportunity to make these signs available to outside advertisers and generate some additional revenues for the City's general fund. Currently, the City does not have a formal policy or procedures in place to consider requests to use these signs. Prior to making these signs available to outside advertisers, the City should have a formal policy and procedure in place to process, rank and select amongst applications for use of these signs. On March 16, 1999, the Redevelopment Agency Board directed staff to form a committee to develop a policy and procedures for the use of the Agency's billboard, which is located in the Mount Vernon Project Area along Interstate 10 freeway. This Billboard Use committee was comprised of City staff from various departments including the City Manager's Office, Community Development Department, Utilities Department as well as the Redevelopment Agency. The committee has developed a draft policy, which has been reviewed by the City Attorney's office, for the consideration of the City Council, a copy of which is attached hereto as Exhibit "A"
