The <br />Project consists ofthe installation of missing curb & gutter, sidswalks, drive approaches, handicap ramps <br />and stree# rehabilitation for Pennsyfvania at Mill, Pennsylvania & Laurel 8� Olive, Julie and Grey Streets, <br />and the 11"'/12�' Street A(ley between "G" &"H" Streets. <br />Bid Opening for the C�BG Projec#s #14�4-2�90a, #104-22!)03 8#9(k�-23905 and JulielGrey was held <br />on February 16, 1999; elsven Bid Proposals were submitted. EGN Construci'ron, 1nc. $243,550.55 <br />Upon review of the Sid Proposals submitted, four of the bidder's proposals were deemed non-responsive <br />but did not affe�t the order of the top thres lowest bidders. Wm. Kanayan Construction has been <br />designated as #he Lowest Responsible Bidder with a Total Bid Amount of $179,053.80. <br />The Bid Proposal submitt�ri by Wm. Kanayan Construdion was also reviewed far CDBG compliance and <br />ECD approval has been granted; a copy is attached. <br />DiSCUSSlON1ANALYSIS: <br />The Engineer's Estimate for this project is $277;485.00 including contingencies; a11 bids for this praject <br />came in und$r the Engineer's Estimate with a spread of $fr4,43f.75 beturesn the high and low bid. <br />FINANCIAL lMPACT: <br />Council had previously approved a totai allocation of $277,485 fior this project; $137,485 in CDSG funds <br />and $140,000 in State Gas Tax Funds. <br />RECOMMEiVDAT10N: <br />� Staff recornmsnds that City Councaf award the CDBG Prnjects #1 Q4-21945, #104-22005 h- <br />23105 and Julie/Grey canstnaction con#ract in th� amount of $179,053.8C}, to Wrra.
