CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 16, 1999 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />FROM: HENRY T. GARCIA, CITY MANAGE D/ <br />SUBJECT: APPROVE CONTRACT IN THE AMOUNT OF <br />$16,000 FOR ONE YEAR WITH SMITH DAWSON <br />AND ANDREWS, TO REPRESENT FONTANA, <br />COLTON AND RIALTO, BEFORE CONGRESS AND <br />THE EXECUTIVE BRANCH IN ORDER TO FORGE <br />MITIGATION AGREEMENT REGULATING THE <br />DELHI SAND FLY. <br />DATE: MARCH 9,1999 <br />BACKGROUND: <br />The City of Colton currently has approximately 600 acres of land that are impacted by the <br />Delhi Sands Flower -loving Fly. <br />The total acreage south of the freeway is 360. The total acres north of the freeway are <br />240. There is an immediate need to address the economic issues surrounding the Delhi <br />Fly. <br />DISCUSSION/ANALYSIS: <br />Over the last several years the Delhi Fly has regionally stopped residential, commercial and <br />industrial development throughout San Bernardino County. In particular to Colton, the <br />value of our lost development is estimated to be 300 to 350 million dollars. In addition, <br />the City of Colton has already invested11 million dollars in an electrical substation 1/2 mile <br />south of the freeway, fronting Pepper Street. The combined acreage and dollar value put <br />on hold and the hard currency already expanded warrants council action. How can the <br />city council create an action plan? <br />The City Council several months ago agreed to enter the newly proposed three-year multi - <br />species plan with the County of San Bernardino. This plan provides the overall San <br />Bernardino County strategy. I still believe this plan to be very beneficial. In addition to <br />the plan, Mayor David Eshleman of Fontana suggested that the Cities of Fontana, Rialto <br />and Colton hire a lobbyist thereby creating an alliance between the three (3) cities. The <br />approach of utilizing the lobbyist gives the three cities a near term/immediate opportunity <br />1 Item # 15 <br />
