CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of April 18, 2000 <br />TO: Honorable Mayor and Council Members <br />APPROVAL: Henry T. Garcia, City Manager <br />FROM: Daryl J. Parrish, Assistant CityManager <br />IF <br />SUBJECT: Approval of Amendment NO. 1 to the Waste Disposal Agreement <br />between the County of San Bernardino and the City of Colton <br />DATE: April 10, 2000 <br />The Waste Disposal Agreement ("WDA") approved by the City Council and the County <br />of San Bernardino Board of Supervisors in April 1998, essentially committed the <br />municipal solid waste generated in City of Colton to the County of San Bernardino <br />Landfill System for a period of fifteen (15) years in exchange for a reduced disposal <br />rate. At the time the Waste Disposal Agreement was approved, Appendix 1 to the <br />agreement (the appendix specifically naming the landfill within the county landfill <br />system where Colton's solid waste will be disposed) designated the Colton Landfill (and <br />only the Colton Landfill) as the disposal site for Colton's municipal solid waste. <br />DISCUSSION/ANALYSIS: <br />The estimated remaining life of the Colton Landfill as estimated by the County of San <br />Bernardino Solid Waste Division is approximately four years. The Waste Disposal <br />Agreement is for a term of fifteen (15) years, with thirteen (13) remaining. If all remains <br />the same, the remaining term of the Waste Disposal Agreement will exceed the life of <br />the landfill designated to accept Colton's municipal solid waste. Based on that fact an <br />alternative site(s) must be designated in the agreement. The suggested Amendment <br />NO. 1 to the Waste Disposal Agreement accomplishes that by additionally designating <br />the Mid Valley Landfill and the San Timoteo Landfill as authorized facilities for the <br />disposal of Colton's municipal solid waste. We anticipate this proposed amendment to <br />go before the County Board of Supervisors on April 25, 2000. <br />ENVIRONMENTAL IMPACT: <br />None <br />FISCAL IMPACT: <br />RECOMMENDATION: <br />Staff recommends that the City Council approves and authorizes the Mayor Pro Tem to <br />execute the attached Amendment NO. 1 to the Waste Disposal Agreement between <br />the County of San Bernardino and the City of Colton. <br />Item #18 <br />Attachment <br />
