CLARKE, UTILITY DIRECTO <br />SUBJECT: SET A PUBLIC HEARING FOR JUNE 6, 2000 FO THE CITY, OF <br />COLTON'S WASTEWATER TREATMENT PLANT'S CHLORINE <br />RISK MANAGEMENT PLAN PER SECTION 4 OF THE CHEMICAL <br />SAFETY ACT <br />DATE: MAY 4, 2000 <br />BACKGROUND: <br />Section 4 of the Chemical Safety Information Act requires facilities covered by Section <br />112(r) of the Clean Air Act to conduct a public hearing to describe and discuss local <br />implications of the Risk Management Plans. <br />DISCUSSION/ANALYSIS: <br />The City of Colton's Wastewater Treatment Plant is covered by Section 112(r) of the <br />Clean Air Act. A Risk Management Plan has been prepared by ENSR Consulting, <br />along with a seismic evaluation performed by Harza Engineering Company. The Plan <br />has been completed, and is ready for public dissemination. <br />ENVIRONMENTAL IMPACT: <br />The Risk Management Plan details the Wastewater Treatment Plant's compliance with <br />the OSHA Process Safety Management Program, the California Accidental Release <br />Program and San Bernardino County's Hazardous Materials Analysis. <br />FINANCIAL IMPACT: <br />The cost for seismic portion of the Plan was $7,995 and the cost for ENSR to prepare <br />the other portions of the Plan was $13,020. The FY99-00 budget included sufficient <br />funds in the Wastewater Professional Services Account No. 522-8200-8200-2350 for <br />the Risk Management Plan. <br />RECOMMENDATION: <br />Staff recommends that Council set a public hearing for June 6, 2000 to inform the <br />public of the Wastewater Treatment Plant's Risk Management Plan. <br />Item # 2 <br />
