CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of June 6, 2000 <br />To: Honorable City Council <br />Approval: Henry T. Garcia, City Manager <br />I <br />From: Ronald C. Kenny, Director of Parks, Recreation & Family Services <br />Carolyn Jones, Childcare Manager <br />Subject: Approval To Pursue A Proposition 10 Grant As A Partner With The <br />Arrowhead Regional Medical Center For Infant to Preschool Childcare. <br />Date: May 24, 2000 <br />BACKGROUND: <br />In 1998, the California Children and Families Act, (Prop 10), was passed and taxation on tobacco became <br />law. The revenue generated is to be distributed to communities/agencies to offer comprehensive services <br />for children 0-5 years of age and their families. Last year San Bernardino County received $31,000,000 <br />that is currently waiting to be distributed to parties interested in becoming service providers. Applicants <br />can be approved for funding on a three year cycle. <br />DISCUSSION / ANALYSIS: <br />Community Childcare is collaborating on a grant application with Arrowhead Regional Medical Center and <br />the County Department of Public Health. The City's portion of the grant would be $800,000 per year for <br />the three years. The funding would provide for infant to preschool care from very early morning to very <br />late in the evening. It is the City's next component to the Childcare program. It would complement our <br />desire to be a Brazelton "Touchpoints" site. "Touchpoints" would allow staff to expand their care beyond <br />the children to include programs for the entire family. <br />Staff feels that the three years of funding would provide ample seed money to get such a program off the <br />ground to include a facility, staff costs and equipment. The maximum number of participants the proposed <br />program could accommodate would be between 80 and 100 children. <br />Staff feels that by the end of the third year, the program should be able to stand alone through fees and <br />limited donations. Should this not be the case, the program could be scaled back so that it would be self- <br />supporting. <br />CUSTOMER SERVICE IMPACT: <br />Community Childcare has designed a comprehensive model of service delivery for young children which <br />will include childcare. Proposed services will fill avoid for the 0-5 population in our city and surrounding <br />communities. <br />ENVIRONMENTAL IMPACT: <br />None <br />FINANCIAL IMPACT: <br />There will be no general fund impact. Community Childcare is requesting $800,000 per year based on a <br />three year funding cycle. Additional revenues will be collected from participating families whose <br />contribution will be based on a sliding scale. <br />RECOMMENDATION: <br />Staff recommends approval to pursue a Proposition 10 grant with the Arrowhead Regional Medical Center <br />and the County Department of Public Health for infant to preschool childcare. <br />Item # 9 <br />
