CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 6, 2000 <br />TO: Honorable Mayor Pro Temfg City Council <br />APPROVAL: Henry Garcia, City Manag <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Renewal of Vehicle Maintenance Contract <br />With San Bernardino County Fire Department <br />I DATE: Mav 24. 2000 <br />BACKGROUND: <br />Historically, the Fire Department has been responsible for the maintenance of all fire vehicles. <br />Preventative maintenance and repairs were performed by firefighters in the fire department <br />shop until 1978, when a full time mechanic was hired. <br />In 1998, a fire department study of vehicle maintenance concluded that operating a one-person <br />shop was ineffective and costly. Subsequently, on June 15, 1999, the City Council approved a <br />one-year contract with San Bernardino County Fire Department. <br />DISCUSSION/ANALYSIS: <br />Under the existing contract, the County Fire Department shop has maintained fire department <br />vehicles for 11 months, and 9 months prior to that by verbal agreement. All areas of <br />maintenance have improved. Numerous repairs that had been deferred for months received <br />immediate attention, and routine repairs and preventative maintenance throughout the term of <br />this contract have been completed in a timely manner and within the promised time frame. <br />Colton units have also been given the same priority as County units. On several occasions, the <br />County's service trucks have made on-site repairs that previously would have required towing <br />the unit to a repair facility. This service not only saves money but also allows the unit to be <br />placed back in service more rapidly. In summary, the service provided by the County Fire <br />Department shop has been excellent and continues to exceed our expectations. <br />The contract proposed for renewal contains the following exceptions to the original contract: <br />• Two year contract to expire on July 31, 2002, with a provision <br />to extend for one year. <br />• Hourly rates increase from $46 per hour to $55 per hour for the first 900 <br />hours and $50 per hour for time in excess of 900 hours. <br />• A $45,000 retainer will be paid to the County for labor. Any <br />remaining balance will be rolled over into the next fiscal year. <br />• An increase in administrative surcharge on parts from 13% to 15%. <br />Item # 13 <br />
