CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 7, 2000 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />APPROVAL: HENRY T. GARCIA, CITY MANAGE <br />FROM: AL HOLLIMAN, FINANCE DIRECTOR_ , <br />SUBJECT: REJECT PROPOSAL TO REFURBISH AND UPGRADE THE EXISTING ELECTRONIC <br />GATE AT GEORGE E. BROWN JR. PARK <br />DATE: FEBRUARY 28, 2000 <br />The Park Division requested that the gate at Veorge t. brown ur. rarK oe reTuroisneu anu upyrducu iu di <br />electronic gate so the park could be opened and closed each day without the aid of an employee. This is <br />especially important on the weekends, as the Police Department has been sending an officer out to open <br />and close the gate. <br />DISCUSSIONIANALYSIS <br />On December 21, 1999 and January 3, 2000, Purchasing advertised for proposals to refurbish and <br />upgrade this gate. Proposals were received up to the hour of 2:30 p.m., January 6, 2000. Two proposals <br />were received and both proposals were non-responsive to the proposal requirements. On the advice of <br />the City Attorney, Purchasing sent out another Request for Proposal. <br />The second Request for Proposal was received up to the hour of 2:30 p.m., January 24, 2000. <br />Commercial Door Company submitted the only proposal. The proposal price was $33,850. The City had <br />estimated the cost of this project at approximately $10,000. After evaluating the proposal, staff has <br />determined that it would be in the best interest of the City for staff to perform most of the work on this <br />project. <br />Staff is recommending that the City Council reject the <br />and authorize staff to perform the majority of the work. <br />portion of the work, which will not exceed $5,000. <br />ALTERNATIVES <br />None <br />proposal received from Commercial Door Company <br />The City will contract for only the specialized <br />FINANCIAL IMPACT <br />Funds are available for this project in the West Valley Park capital improvement account number 457- <br />6850-6862-3890. <br />ENVIRONMENTAL IMPACT <br />None <br />RECOMMENDATION <br />Staff recommends that the City Council reject the proposal received from Commercial Door Company and <br />authorize staff to perform the majority of the work.
