CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 2, 2000 <br />TO: Honorable Mayor Pro -Tem and City Council <br />APPROVAL: aavi. <br />Garc'a, ger:��_ oy <br />t __ //v�� <br />FROM: amora, omm nity Development Director <br />SUBJECT: Request Approval to Issue a Request for Proposals to Hire a Consultant <br />to Prepare an Amended Environmental Assessment for Taormina <br />Industries. <br />DATE: April 24, 2000 <br />BACKGROUND: <br />On July 27, 1999, under DCV -33-99, Taormina Industries (dba Colton Disposal) was granted <br />a Conditional Use Permit (CUP) to establish and operate a solid waste facility that will process <br />source separated recyclable materials, provide truck parking, a maintenance shop, and <br />administrative offices. <br />Taormina Industries is requesting a modification to the CUP to define further solid waste <br />recycling, processing and transfer activities at the proposed facility. The proposed Inland <br />Regional Material Recovery Facility (IRMRF) is to be located at 2059 West Steel Road in the <br />City of Colton. The property is zoned SP for the Santa Ana River Redevelopment Project <br />Area Specific Plan, and has a land use designation of I -P (Industrial Park). <br />The proposed uses at the IRMRF include additional processing and transfer of mixed <br />municipal solid wastes which is consistent with the General Plan designation of the Santa Ana <br />River Redevelopment Project Area Specific Plan. Recycling centers and recovery and <br />transfer facilities are allowed in commercial and industrial zones with the granting of a CUP. <br />The site contains 6.14 acres. It is located across from an industrially zoned Industrial Park <br />area and is ideally situated to be transformed into a model recycling center and transfer <br />station. The site is surrounded by industrially zoned property. Adjacent zones are <br />SP/Industrial/Interstate 10 Freeway to the North; SP/Industrial Park/Steel Road, HCS Cutler <br />Parking/Storage Facility to the South; SP/Industrial Park/American Self -Storage Facility to the <br />East and SP/Industrial Park/Interstate 215 Freeway to the West. <br />DISCUSSION/ANALYSIS: <br />As stated above, a CUP for the facility was issued in July of 1999. An Initial Study and <br />Mitigated Negative Declaration were approved and certified with a Notice of Determination. <br />Mitigation measures were also developed for geologic issues, water quality and air quality. <br />Staff is currently requesting Council's authorization to seek proposals for a Planning <br />Consultant to prepare an amended Environment Assessment to include a Solid Waste Facility <br />Permit. The intended purpose of the amended Environment Assessment is to define and <br />address other aspects of the proposed use that were not considered previously and to satisfy <br />Item #6 <br />
