IGvley, Assistant to the City Manage <br />Subject: Approve the Agreement for Professional Service by d between e <br />City of Colton and the United States Army Corp of Engineers (Corp <br />Date: April 19, 2000 <br />On December 15, 1997, the City of Colton submitted a proposal to the U.S. Environmental Protection <br />Agency (EPA) for funding as a Brownfields Pilot Project Grant (Project). On May 6, 1998, the EPA <br />selected the City of Colton as a recipient of funding under the Brownfields Pilot Project Program. On <br />April 22, 1999, representatives for the EPA made the official presentation to City at a ceremony held in <br />Fleming Park. <br />The term' Brownfields" generally means abandoned or under -used industrial or commercial areas where <br />real or perceived environmental contamination inhibits redevelopment. The Brownfields award, for <br />$200,000, is for environmental assessments of various properties within the City of Colton. The intent of <br />the grant is to assess potential contamination at former industrial sites. The object is to restore these <br />Brownfields sites as an element of economic development. <br />Generally, the properties included within the grant are near the Burlington Northem/Santa Fe railroad <br />lines in the City. There are sites outlined for Phase 1 assessments in the Downtown 2, Mt. Vernon, <br />Santa Ana, Rancho Mill and West Valley Amended Redevelopment Project areas. There are additional <br />sites within the City limits scheduled for Phase 1 currently excluded from any redevelopment project <br />area. <br />DISCUSSION/ANALYSIS <br />In the fall of 1998, staff attended, based on the recommendation from the EPA, the Brownfields 98 <br />Conference in Los Angeles. While in attendance, and after listening to results of many completed <br />projects, it was agreed alternatives to the standard consultant services should be explored. Over the <br />past several months, City and Agency staff held meetings to discuss the participation and involvement of <br />the various environmental, education and technical resource agencies in the City of Colton's Project. <br />Those discussions occurred with representatives from the US Army Corp of Engineers, North County <br />Community College District (NCCCD) and Chaffey College Department of Environmental Technology <br />(CCDET). <br />Discussions followed defining each party's roles and responsibilities. Staff received formal proposals. <br />From all the information a proposed professional services contract was developed. Under the proposed <br />contract, the Corp provides the City with specific technical expertise, project related supervision, <br />including, but not limited to the oversight, control, and coordination of the Sub-Contractor(s), <br />Environmental Site Assessments, preparation, review and submittal of Environmental Assessment <br />Reports, and insurance the Project complies with all US Environmental Protection Agency accepted <br />standards, protocols, and requirements. The duties and responsibilities of the Corp under the contract <br />shall include: <br />Planning, scheduling, coordinating and managing the various data collection and field investigation <br />activities; <br />Item #15 <br />
