HUTTON, PUBLIC WORKS DIRECTOIf <br />SUBJECT: AUTHORIZE THE INSTALLATION OF A MID -BLOCK <br />CROSSWALK IN THE 2000 BLOCK OF NORTH RANCHO AVE. <br />DATE: APRIL 19, 2000 <br />BACKGROUND: <br />The resident's of the apartment complex located a 2100 North Rancho Avenue submitted a <br />request for the installation of a mid -block crosswalk. <br />DISCUSSION/ANALYSIS: <br />The Traffic Safety Committee has recommended that this request be denied. The Committee <br />felt this action would create an unsafe street crossing, as motorists do not normally expect a <br />pedestrian traffic outside of an intersection. Past studies have shown that mid -block crosswalks <br />are not advisable as they create a false sense of security to the pedestrian traffic. <br />FINANCIAL IMPACT: <br />The estimated cost of each of the 3 alternatives listed below is approximate. This action has not <br />been addressed in the budget. There is currently no source of funds designated for this <br />installation. <br />Alternative #1: -Install a pedestrian activated traffic signal to provide for traffic control for <br />pedestrian's traffic. Estimated cost: $100,000.00 <br />(Less than the $120,000.00 to $150,000.00 cost of an entire traffic signal installation.) <br />Alternative #2: Install flashing yellow lights to advise motorists of crosswalk location. <br />Estimated cost: $25,000.00 <br />(Utilities Department provided materials cost of $3000 per pole plus cost of bases, <br />metering, and power supply. Estimated $10,000 for materials and additional $10,000 for <br />labor costs and a $5000 contingency.) <br />Alternative #3: Do nothing, as there is a controlled crosswalk to the north at Mill Street <br />and an uncontrolled but legal pedestrian crossing to the south at Louise Street. <br />Estim!=one <br />John u ton <br />ENVIRONMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff recommends that Council select one of the above alternatives. <br />Page 1 Of 1 Item No. <br />17 <br />
