CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of May 2, 2000 <br />TO: Honorable Mayor and Council Members <br />(APPROVAL: Henry T. Garcia, City Manager <br />FROM: Daryl J. Parrish, Assistant City Manage <br />SUBJECT: Approval of Cooperative Agreement with the City of Riverside for the <br />Design and Construction of Street improvements for the Center <br />Street Extension Project <br />TE: April 24, 2000 <br />BACKGROUND: <br />On June 1, 1999, the City Council authorized staff to negotiate with Land Developer <br />G.W. Singletary ("Singletary} to provide infrastructure improvements on Center Street <br />("the Center Street Extension Project") in exchange for Singletary obtaining right of way <br />dedications from individual property owners to the Cities of Riverside and Colton. The <br />south side of the proposer{ Center Street is in the City of Riverside and the north side is <br />in the City of Colton. Construction of said project will provide frontage and domestic <br />services to several commercial properties where they currently do not exist. This <br />project is located in the area known as the "South 44 Annexation Area" that was <br />annexed into the City of Colton in 1991. <br />When the City of Colton annexed the South 44 Annexation Area in 1991, the intention <br />was for the city to provide domestic water and sewer service to better service the <br />property owners located in the area. Private wells and septic or holding tanks presently <br />serve the area surrounding the proposed Center Street Extension project. In our <br />discussions with Singletary and the City of Riverside, Riverside has tentatively agreed <br />to provide temporary water service (for Colton customers) to a waterline to be installed <br />by Colton, and to pave the northern half (the Riverside half) of the proposed Center <br />Street Extension. Colton proposes to install the aforementioned waterline to deliver <br />water service to the property owners located in Colton, and to pave the southern half <br />(the Colton half) of the proposed Center Street Extension. <br />Additionally, Colton has expressed its commitment to Singletary and others that <br />domestic water supply, and sewer service, will be forthcoming as part of its scheduled <br />master plan improvements keeping in spirit with the 1991 Annexation Agreement. <br />Furthermore, on October 7, 1999, the City Council approved a "development plan„ <br />between the City of Colton and Singletary for infrastructure improvements pertaining to <br />the proposed Center Street Extension. Specifically, the proposed improvements <br />delineated at that time are much larger in scope than the Center Street Extension <br />project and include a well in the annexed area, new sixteen -inch waterlines from La <br />Cadena Drive to the vicinity of Key Street, a lift station on Riverside Avenue, a gravity <br />sewer line, a 12 inch force main, and construction and design engineering. The Center <br />Street Extension Project as it pertains to the cooperative agreement with the City of <br />Riverside is only for the construction of street improvements on Center Street between <br />item #18 <br />
