CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF May 16.2000 <br />TO: Honorable City Council <br />APPROVAL: Henry Garcia, City Manage A <br />/ <br />FROM: Ronald C. Kenny, Director of Parks, Recreation & Family <br />Services <br />SUBJECT: Approval To Solicit Request For Proposals To Hire A General <br />Contractor For The Construction Of A Restroom Facility In <br />Cesar Chavez Park <br />DATE: May 9, 2000 <br />On November 23, 1999, the City of Colton entered into an agreement with the <br />architectural firm of Gary W. Miller, AIA for the design of a restroom facility in Cesar <br />Chavez Park. The proposed restrooms would stand on the present location of the park's <br />existing restrooms. The design has been completed and has been approved by the City's <br />Parks & Recreation Commission, the Community Development Department and the <br />County of San Bernardino. The County's approval was required based on partial funding <br />of the project through the Community Development Block Grant program. <br />DISCUSSION/ANALYSIS: <br />The design calls for a 900 square foot restroom building with two lavatories and five <br />water closets/urinals in both the men's/women's room. The interior/exterior will be a <br />combination of slump stone block and wood painted tan in color. Both of these materials <br />lend themselves to easy graffiti removal by painting as needed. All fixtures inside the <br />building will be stainless steel to detour vandalism. Partitions will be made of a solid <br />plastic, easy care material virtually impervious to graffiti and vandalism. The architect <br />has provided documents necessary to prepare the bid package. <br />FINANCIAL IMPACT: <br />Funding for the project totals $126,000, ($90,000 from Park Development and $36,000 <br />from CDBG). The contractor estimates the cost of the project at $113,000. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve a Request for Proposals be issued for the <br />purpose of hiring a general contractor for the construction of a restroom facility in Cesar <br />Chavez Park. <br />Item #8 <br />
