CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of May 16, 2000 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: HENRY T. GARCIA, CITY MANAGE <br />FROM: THOMAS K. CLARKE, UTILITY DIRECTOR <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT EMERGENCY <br />CONDITIONS EXISTED IN SEWER LINES ON CITRUS AVENUE, AND <br />DELEGATING AUTHORITY TO THE UTILITY DIRECTOR TO ORDER <br />ACTIONS REQUIRED AND AUTHORIZE PAYMENT IN THE AMOUNT OF <br />$7,500 TO EL -CO CONTRACTORS FOR REPAIRS MADE TO THE <br />SEWER LINE <br />DATE: MAY 4, 2000 <br />BACKGROUND: <br />Each fiscal year, the Wastewater Department obtains a term purchase order for minor repairs <br />to sewer mains, laterals and manholes. The purchase order repairs cannot exceed $5,000. <br />DISCUSSION/ANALYSIS: <br />Emergency sewer line repairs on Citrus Avenue, west of Rancho Avenue were required, and <br />the contractor who was issued the term purchase order performed the necessary work, but the <br />amount exceeded the terms of the purchase order. <br />Section 22050 of the Public Contract Code allows the Council to pass a resolution by a four- <br />fifths vote of its membership declaring that emergency conditions existed and delegating <br />authority to order actions required by that emergency without giving notice for bids to let <br />contracts. <br />ENVIRONMENTAL IMPACT: <br />None <br />FINANCIAL IMPACT: <br />The FY99-00 Wastewater Budget included sufficient funds in the Emergency, Unscheduled <br />Sewer Line repairs in Account No. 522-8200-8200-2303 to cover the costs of the repairs. <br />RECOMMENDATION: <br />Staff recommends that Council adopt the attached Resolution Declaring Emergency <br />Conditions at the locations stated above, delegating authority to the Utility Director to order <br />actions required, and authorizing payment in the amount of $7,500 to EI -Co Contractors for <br />repairs made to the sewer lines. <br />Report Prepared By: Lorraine June <br />ccel-c ine42 <br />Item #15 <br />
