CLARKE, UTILITIES DIRECTORlic lly <br />SUBJECT: REQUEST FOR RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENT TO ONE FULL-TIME AUTHORIZED POSITION OF <br />ENGINEERING/GIS TECHNICIAN IN THE ELECTRIC DIVISION OF COLTON <br />PUBLIC UTILITIES <br />DATE: August 8, 2001 <br />BACKGROUND: A GIS, or Geographic Information System, is a collection of hardware and <br />software that is used to organize information that has an important relationship to some <br />geographic point in the City. Since 1995, the City has been steadily implementing such a <br />system through its Utilities Department. The increased demand by the City Council and other <br />Departments for specialized maps using GIS data and GIS resources was met with the addition <br />of the Engineering/GIS Technician. This position has now been vacant for some time. <br />DISCUSSION/ANALYSIS: The addition of the first Engineering/GIS Technician at the City of <br />Colton dramatically improved the pace of GIS implementation. The conversion process in the <br />Utilities department is more than fifty percent accomplished with the water and sewer <br />conversions complete, and the electric conversion is approximately forty percent complete. The <br />demand for GIS services is continuous, and because of the February, 2001 departure of the <br />Engineering/GIS Technician there is a need once again to fill the position to maintain the steady <br />pace of GIS implementation. <br />FISCAL IMPACT: The existing vacated position is budgeted for in the FY 2001/02 budget in <br />the Internal Services Fund - Engineering/GIS. Account Number 605-8000-8002-1010 (salary) <br />and 605-8000-8002-1100 (benefits). <br />EXPECTED FILL DATE: October 4, 2001. <br />CUSTOMER SERVICE IMPACT: Not filling the vacated position, would create a void in the <br />City's GIS program, and bring the forward momentum of conversion and utilization to a halt. <br />Customers, internally and externally, expect a quick turnaround on information requests and the <br />information needs to be available for it to be retrieved for their use. <br />ENVIRONMENTAL IMPACT: None. <br />RECOMMENDATION: Staff recommends that the City Council approve the recruitment and <br />ratification of the employee appointment to the full-time position of Engineering/GIS Technician. <br />Page 1 of 1 Item No. <br />
