Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 21, 2001 <br />TO: Honorable Mayor and City Councilc <br />FROM: Tom Clarke, Utility Directoe)( "l <br />SUBJECT: Request Recruitment and Ratification of Employee Appointment to the <br />Full Time Position of Wastewater Equipment Mechanic -In -Training for the <br />Wastewater Division of the Utility Department for the City of Colton <br />DATE: August 9, 2001 <br />BACKGROUND: <br />The position of Wastewater Equipment Mechanic -In -Training is being created and proposed to enable <br />the department to hire at entry level and train an employee to progress to the Mechanic level. Attached <br />is a draft of the job description of the classification; the salary range is the same as that of the Collection <br />System Worker -In -Training at $2,091 - $2,543 per month. This request has been reviewed by the <br />Assistant City Manager and approved by the City Manages. <br />DISCUSSION/ANALYSIS: <br />The department has experienced continuing difficulty recruiting qualified candidates for the position of <br />Wastewater Equipment Mechanic. In order to ensure qualified, trained employees, the mechanic -in - <br />training position is being proposed. The Collection System Worker -In -Training position has proved <br />successful in ensuring qualified employees in positions where specialized skills are difficult to recruit, <br />FINANCIAL IMPACT: All funds have been previously approved with the 2001/2002 budget. <br />Financial impact to the Utility Department, Wastewater Division budget for approximately 9 months <br />during the current fiscal year represent a savings of $5492, which assumes maximum at E step; savings <br />could be higher depending on appointment at a lower step. The savings will be generated due to hiring <br />the Mechanic -In -Training instead of Mechanic I. This represents savings of $4068 in Account Number <br />522-8200-8200-1010 for salary and $1424 in Account Number 522-8200-8200-1100 for salary related <br />benefits. <br />ENVIROMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />
