CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF DECEMBER 4, 2001 <br />Item #6 <br />To: Honorable Mayor and Members of the City Council <br />From: Kathy A.Wei�tant,tO a City Manager/Acting Public Works <br />DirectorSubject: AgreemeCounty o n Bernardino for Rehabilitation of a <br />Small Section Reche Canyon Road <br />Date: November 26, 2001 <br />M—C,(ci:tellul� <br />In June of 2001, the County of San Bernardino by letter contacted the City of Colton regarding a <br />potential rehabilitation project on Reche Canyon Road. The City responded in the affirmative regarding <br />this area and our acceptance of a cost-sharing proposal. This agreement is the result of the various <br />communications and the City's willingness to support this minor infrastructure project. <br />DISCUSSION /ANALYSIS <br />The City is a party in the development of a north/south corridor with the cites of Grand Terrace, Loma <br />Linda, Moreno Valley, Redlands, Riverside and San Bernardino and the counties of Riverside and San <br />Bernardino. There are several alternatives currently under discussion for the development of the <br />corridor. As part of that development, there are three major arterials under consideration for <br />supplemental use including the alignment, rehabilitation and reconstruction of Reche Canyon Road. The <br />costs associated with the infrastructure development and improvement of Reche Canyon Road are in the <br />millions of dollars far exceeding the City of Colton's capacity to meet on its own the financial <br />commitment necessary for the improvement of this road. Because this road is significantly impacted <br />from a regional perspective, it seems more equitable to partner with the neighboring jurisdictions to <br />apply for federal assistance as part of an overall regional transportation program. <br />As a member of the Bi -County Committee we are proceeding in the development of the regional plan. <br />However, it is necessary that the respective jurisdictions provide interim improvements to the roadway to <br />prevent further pavement deterioration and improve the roadway surface. Attached is a map <br />representing a minor improvement the County of San Bernardino budgeted for during the current fiscal <br />year. The County is the lead agency regarding the minor improvement and requested the City enter into <br />a Standard Contract regarding this project. <br />Based on City Council direction staff takes every opportunity when there is a benefit to the City to cost - <br />share in infrastructure improvement project when the project crosses the respective jurisdictional <br />boundaries. Staff is currently finalizing the Standard Contracts with the County of San Bernardino based <br />on the City Attorney's comments. <br />The project definition is to rehabilitate a section of Reche Canyon Road from .67 miles northwest of the <br />Riverside County Line to west and north to Colton City Limits. <br />FINANCIAL IMPACT <br />The Engineer's estimate for this project is $76,400. The City and County are sharing the cost with each <br />entity agreeing to a 50/50 split of $35,700. Staff requests an appropriation of not to exceed $40,000 <br />from excess Measure I funds. Should the construction cost exceed this appropriation it is necessary to <br />return to the City Council for additional funding. <br />
