DELGADO, Human Resources Manager <br />SUBJECT: APPROVE REQUEST FOR RE-CLASSIFICATION STUDY - GENERAL <br />UNIT <br />DATE: November 27, 2001 <br />The City of Colton's Administrative Policy 4.05.330 provides a process to be followed by an <br />employee requesting a classification study. As a result of recent labor agreements (SBPEA Mid - <br />Manager and General Units) and subsequent City Council approval on August 21, 2001, the <br />process was modified to allow classification studies to be conducted "...at any time provided that <br />such requests cannot be made more than once a year..." [Emphasis added.] <br />The process is initiated by the filing of a formal Request for Classification. If the request is <br />approved by the Human Resources Manager, the employee is required to complete a Position <br />Classification Questionnaire that addresses the following Sections: 1) Employee information; 2) <br />Job Focus/Summary; 3) Listing of Major/Essential Duties; 4) Knowledge, Skill and Abilities; 5) <br />Licenses; Certifications and Registrations; 6) Equipment, Tools and Vehicles; 7) Laws, Codes and <br />Ordinances; 8) Finance/Budget; 9) Working Contacts; 10) Physical Activities; 11) Working <br />Environment; and, 12) Supervision. The completed form is forwarded to the immediate supervisor <br />and/or department head for any comments. After an interview is conducted, the Human Resources <br />Manager evaluates the information and submits a recommendation to the City Manager. <br />The process allows a specific time period so that the Human Resources Manager must notify the <br />employee of the City Manager's approval or denial of the request for classification within two and a <br />half months of the initial receipt of the request. This timeline is strictly observed in order to protect <br />the employee's appeal rights. <br />DISCUSSION/ANALYSIS: <br />A certain City employee submitted a formal request for classification on October 9, 2001 based on <br />the fact that the employee's duties and responsibilities had substantially changed so as to warrant a <br />reclassification of the position. The employee complied with the steps outlined in the <br />Administrative Policy and following a comprehensive study, the Human Resources Manager and <br />the Assistant City Manager submitted a recommendation for approval. This item was submitted to <br />City Council on November 6, 2001 and the matter was continued but with the tolling of time, the <br />item is presented, again, for Council action. <br />
