PARRISH, CITY MANAGER <br />SUBJECT: AGREEMENT WITH STRATEGIC BUSINESS ETHICS FOR <br />CONSULTING SERVICES <br />TE: December 110 2001 <br />Given Colton's recent experiences with charges of bribery and corruption against some former <br />elected officials and the diverse nature of the community, there is a need for an experienced <br />consulting firm to help the City Council and staff develop a blueprint for achieving greater <br />public trust amidst a community of various viewpoints, ethnicity, and socio-economic <br />backgrounds. <br />DISCUSSION/ANALYSIS: <br />Strategic Business Ethics is a well-known consulting firm, which specializes in helping <br />organizations achieve organizational excellence. They particularly focus on matters concerning <br />the building of trust and diversity. Given Colton's needs and challenges, this firm appears to <br />be uniquely qualified to help the City move forward with a realistic cohesive vision for the <br />community, staff, and elected officials. <br />Their clients include the City of Colton Police Department, Coca-Cola, General Electric <br />Plastics, and the Los Angeles Museum of Tolerance, among others. A proposal from them is <br />attached. <br />FINANCIAL IMPACT: <br />The $62,000 fee for the proposed engagement has not been previously budgeted as a separate <br />line item. However, the cost will be prorated among all city departments and charged to their <br />respective professional services account budget. It is anticipated that adequate budgetary <br />funds exist, given this methodology. <br />
