CITY OF COLTON Item #26 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of August 6, 2002 <br />TO: HONORABLE CHAIRPERSON AND UTLITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: ACCEPTANCE OF THE PULLING, INSPECTION, REPAIRS, AND REINSTALLATION OF <br />EQUIPMENT AT WELL #22 AS 100% COMPLETE AND AUTHORIZATION FOR THE DIRECTOR <br />OF WATER AND WASTEWATER OPERATIONS TO FILE THE NOTICE OF COMPLETION <br />DATE: July 22, 2002 <br />BACKGROUND <br />On May 7, 2002 Colton Utility Authority adopted Resolution No. 50-02 to declare that an emergency condition <br />existed with the City's water supply and delegated authority to the City Manager to order actions to ensure the <br />reliable delivery of a pure, wholesome and potable water supply. This was in compliance with Section 22050 <br />of the Public Contract Code which allows the City Council (Colton Utility Authority) to pass a resolution by a <br />four-fifths vote of its membership declaring an emergency condition exists and delegating authority to order <br />actions required by that emergency without giving notice for bids to let contracts. <br />DISCUSSION /ANALYSIS <br />An action plan to address the problem was initiated which included activation of connections to the City of San <br />Bernardino, renting the necessary equipment to re -activate older wells that were not being used, and making <br />physical changes to the distribution system booster stations to re-route water to different pressure zones. <br />The motor was pulled and the pump for Well #22 received necessary repair. <br />ALTERNATIVES <br />Without Resolution No. 50-02 water rationing would have had to be initiated or we would have had to serve <br />water that exceeds the action level for perchlorate and notified the public. <br />FISCAL IMPACT <br />Funds from the Water Operations Capital Equipment Account Number 521-8100-8101-4955 were used. <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority accept the pulling, inspection, repairs and reinstallation of <br />equipment at Well #22 as 100% Complete.
