CITY OF COLTON <br />Item #15 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of February 5, 2002 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: KATHY A. KIVLEY, ACTING WATER AND WASTEWATER DIRECTOR <br />SUBJECT: APPROVAL OF REQUEST FOR RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENT TO THE FULL-TIME POSITION OF WASTEWATER OPERATOR 1/11 <br />DATE: JANUARY 28, 2002 <br />BACKGROUND <br />The Regional Water Quality Control Board requires that wastewater treatment plants have enough operators to run the plants <br />safely and competently. To comply with this requirement we need a minimum of three operators on each of two shifts. Due <br />to the resignation of an operator, we need to hire an additional operator for shift one. We need to fill the existing vacancy <br />with an Operator I or Operator II. <br />DISCUSSION/ANALYSIS <br />Recruitment for said position has not been conducted and an eligibility list needs to be established. The candidate chosen <br />will meet the education and experience requirements as specified in the job description. <br />The salary ranges are: Operator I - $2,662 to $3,237 per month / Operator II - $3,016 to $3,666 per month. <br />FINANCIAL IMPACT <br />Funding for the position is contained in the Enterprise Funds as follows: FY01-02 Wastewater Utility's Budget Account No. <br />521-8100-8101-1010 (Salary) and Account No. 521-8100-8101-1100 (Salary -related Benefits). <br />ENVIRONMENTAL IMPACT <br />The proper operation of the City's Wastewater Treatment Plant and discharge of its treated effluent to the Santa Ana River is <br />required under the Federal Clean Water Act, and is enforced by the State Regional Water Quality Control Board. Violation of <br />discharge limits can result in fines assessed to the City. Employees operating the Plant must be certified at every level. <br />EXPECTED FILL DATE: March 25, 2002 <br />CUSTOMER SERVICE IMPACT <br />The position is responsible for carrying out the daily operations of the treatment plant under the direct supervision of the Lead <br />Wastewater Operator. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority approve the recruitment and ratification of employee appointment to the <br />one full-time position of Wastewater Operator. <br />Report Prepared By: William F.
