Kivley, Assistant to the City Manage ru rl <br />Subject: Authorize Solicitation for Request for Proposals for r essionaI Engln ring and <br />Design Services for Community Development Block Grant (CDBG) In structure <br />Improvement Projects. <br />Date: February 11, 2002 <br />MoUdalUm <br />The City of Colton received Community Development Block Grant (CDBG) funding over the past several <br />years from the County of San Bernardino for five (5) separate projects located in Community <br />Development Block Grant Areas. The funding is for a combination of infrastructure and street <br />improvement projects including installation of missing curb, gutter, sidewalk, drive approaches and <br />handicapped ramps. All five projects include funding for those basic improvements. Two of the projects <br />(noted with asterisks) include the removal and replacement of AC pavement from curb to curb. Attached <br />is Exhibit A with the following list of the projects by the respective CDBG Project Identification Number: <br />104-25205 North Colton Street Improvements (Page 1) <br />$176,226* <br />104-26105 Northeast Colton Street Improvements (Page 2) <br />$244,037* <br />104-27105 Southwest Colton Street Improvements (Page 3) <br />$238,400 <br />104-23205 East Colton Alley Improvements ((Page 4) <br />$ 27,000 <br />104-24105 East Colton Alley Improvements (Page 5) <br />$ 25,988 <br />Exhibit A details the exact improvement descriptions by each CDBG Project. The Exhibit also outlines the <br />perimeters for improvements for each of the streets. Additionally, within the notes, staff made comments <br />indicating other projects that may affect the location for consideration during the design process. <br />In order to complete the respective projects it is necessary to solicit for engineering and design services. <br />According to our policies, and because the cost of the services exceeds threshold limit, it is necessary for <br />staff to secure the appropriate and qualified individuals or companies to perform these functions through <br />a Request for Proposal (RFP) process. Upon selection of a qualified firm, staff will request the City <br />Council enter into an Agreement for professional engineering and design services. <br />The CDBG projects are time sensitive. Based on discussions with County of San Bernardino, the CDBG <br />projects must be under construction prior to June 30, 2002. This project and the development of the RFP <br />were coordinated with the City Engineer and appropriate CDBG representative from the County of San <br />Bernardino. <br />FINANCIAL IMPACT <br />The respective CDBG grants include funds for engineering and design services. <br />ENVIRONMENTALIMPACT <br />There are no environmental impacts associated with this action. <br />Authorize staff to proceed to solicit proposals for Professional Engineering and Design Services for the <br />CDBG Street Improvement Projects. <br />
