FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF REQUEST FOR RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENT TO ONE FULL-TIME POSITION SENIOR UTILITIES FINANCIAL ANALYST IN THE <br />WATER & WASTEWATER DEPARTMENT <br />DATE: May 28, 2002 <br />BACKGROUND: As Council is aware, due to a reorganization instituted some months ago, the City's <br />Water/Wastewater and Electric Utility operations were divided. One result of this was that the Revenue <br />Manager from these previously combined Departments was moved under the direction of the Finance <br />Department. There is now a need in the Water & Wastewater Department for the position of Senior Utilities <br />Financial Analyst. The salary range is $4,510-$5,482 per month. <br />DISCUSSION/ANALYSIS: The Director of Water & Wastewater Operations' priority is to ensure that <br />customers continue to receive reliable service. Working within established budgetary boundaries is a major <br />portion of bringing current and future plans to fruition. The Director is responsible, in part, for negotiating <br />contracts, rate forecasting, in-house budgetary matters, and overseeing/being involved in the <br />maintenance/research/development of facilities. The Senior Utilities Financial Analyst position would be <br />beneficial to the involved daily operations, and enhance the Director's ability to work in the other complex <br />areas that require his attention. <br />FISCAL IMPACT: The existing vacated position is budgeted for in the FY2001/02 two-year budget and will <br />be charged half to Account Numbers 521-8001-8001-1010 (Salaries)/521-8001-8001-1100 (Related Benefits) <br />and half to Account Numbers 522-8001-8001-1010 (Salaries)/522-8001-8001-1100 (Related Benefits). <br />EXPECTED FILL DATE: July 8, 2002. <br />CUSTOMER SERVICE IMPACT: Failure to fill the vacated position will subtract valuable time that the <br />Director could devote to the other major areas of his responsibility. <br />ENVIRONMENTAL IMPACT: None. <br />RECOMMENDATION: Staff recommends Colton Utility Authority approval of the request for recruitment and <br />ratification of employee appointment to one full-time position Senior Utilities Financial Analyst in the Water <br />and Wastewater Department. <br />REVIEW TEAM ONLY <br />City Attorney: �� GU'y Finance Director: a. / <br />City Manager: %�i Human Resource Manager: r <br />Page 1 of 1 <br />
