Item #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF MAY 7, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AWARD OF BID FOR ONE SPORT UTILITY VEHICLE FOR THE WATER <br />DEPARTMENT TO MOSS BROTHERS FORD IN THE AMOUNT OF $23,200.14 AND <br />REJECT ALL BIDS FOR TWO PICK-UP TRUCKS FOR THE ELECTRIC <br />DEPARTMENT AND AUTHORIZE STAFF TO RE -BID FOR THESE VEHICLES. <br />DATE: APRIL 23, 2002 <br />BACKGROUND <br />The City Council approved vehicles for various departments in the FY 01-02 budget. These vehicles include one sport <br />utility vehicle for the Water Department and two 3/4 -ton pick-ups with utility bodies for the Electric Department Substation. <br />The City's Emergency Operations Command (EOC) has recommended the replacement of vehicles for key field positions <br />with 4 x 4 vehicles that may also be used in disaster response situations. The Water Division also has main lines that are <br />not easily assessable without the use of a 4 x 4 vehicle. The vehicle recommended for purchase is a Ford Explorer, <br />which will be replacing a 1990 Chevy Blazer. <br />DISCUSSION/ ANALYSIS <br />On April 4, 2002, Purchasing solicited sealed bids for these vehicles. The bid opening was held at 2:00 p.m., April 22, <br />2002, in the Purchasing office. Ten bids were received and evaluated. Attached is a Bid Analysis listing the price and <br />delivery quoted by each vendor. The recommended vendor's price is underlined for your review. The recommendation is <br />based on the lowest price that meets or exceeds the City's specifications. <br />The vehicle proposed is in compliance with South Coast Air Quality Management District's Rule 1191, "Clean On -Road <br />Light and Medium Duty Public Fleet Vehicles". They meet the California Air Resources Board's certification for "Low <br />Emissions -Vehicles" (LEV). <br />There was a conflict in the specifications concerning gross vehicle weight for the pick-up trucks for the Electric <br />Department. Since these trucks will be used to transport heavy items such as substation circuit breakers, staff is <br />recommending that the City Council reject all bids for these pick-up trucks and authorize Purchasing to revise the <br />specification and re -advertise for these vehicles. <br />ALTERNATIVES <br />None <br />FINANCIAL IMPACT <br />Council appropriated the funds in the FY 01-02 budget for the Water Division in account number 521-8100-8101-4910. <br />ENVIRONMENTAL IMPACT <br />None <br />
