DELGADO, HUMAN RESOURCES MANAGER <br />SUBJECT: APPROVE REQUEST AND APPOINT CITY COUNCIL MEMBER <br />TO THE CITY'S LABOR NEGOTIATIONS TEAM <br />DATE: APRIL 23, 2002 <br />BACKGROUND: <br />The labor contract for the International Brotherhood of Electric Workers (IBEW) will terminate <br />on June30, 2002, the end of the fiscal year. <br />ANALYSIS/DISCUSSION: <br />The following steps are now underway in preparation for labor negotiations: The present <br />Memorandum of Understanding for IBEW Unit is being reviewed and calendars are being <br />organized to accommodate meeting schedules. <br />A team of negotiators is usually present at negotiations on behalf of the employees. Assistant <br />City Manager Al Holliman proposed that a labor negotiations team be assembled to represent the <br />City and that it be comprised of the Finance Director, the Electric Utility Director, the Human <br />Resources Manager, a Member of City Council and himself. <br />Admittedly, dialogue may be restricted by the mere presence of a City Council Member at the <br />bargaining table; however, the primary advantage to be considered on creating the team, <br />specifically, inclusion of the City Council Member is that the line of communications would flow <br />smoothly from negotiating table to the City Council. Further, the employees would know that <br />the City Council is receiving the entire message. <br />On the other hand, a possible disadvantage is whether participation by one of its members will <br />hamper the decision-making process of the City Council. <br />It is anticipated that the use of a labor negotiations team will assist in maintaining the City's <br />position and produce effective results. <br />
