CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 19, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR pL <br />Item #10 <br />SUBJECT: REQUEST FOR RATIFICATION OF EMPLOYEE APPOINTMENT TO <br />THE FULL-TIME POSITION OF PURCHASING MANAGER, IN THE <br />FINANCE DEPARTMENT <br />DATE: NOVEMBER 12, 2002 <br />BACKGROUND: <br />The Purchasing Manager position in the Finance Department is scheduled to be vacant effective <br />February 1, 2003 with the retirement of the incumbent after 29 years of service to the City of <br />Colton. The existing salary range for this position is $4,624 - $5,623. <br />DISCUSSION/ANALYIS: <br />The Purchasing Manager position is a mid -manager level position and serves as the designated <br />Purchasing Agent for the City of Colton. This is a key function of the Purchasing Division of the <br />Finance Department and serves the entire city in assuring that goods and services are procured at <br />the best possible price. With the scheduled retirement of the incumbent, staff wishes to establish <br />an eligibility list so that the vacancy when it occurs can be filled expediently. <br />ALTERNATIVES: <br />Keep the position vacant and have the existing Purchasing staff bear the additional workload. <br />However the current makeup of the Purchasing Division is two employees, and not filling this <br />position will create a slowdown of the purchasing process, which will affect projects, and the <br />daily operations of the city. <br />FINANCIAL IMPACT: <br />This is an Internal Services Fund position, and funds are budgeted in Central Services budget in <br />the following accounts 605-6040-6043-1010 (salary) and 605-6040-6043-1100 (benefits) <br />
