Delgado, Human Resources Manager it <br />SUBJECT: Adopt Resolution of Intention to Approve Amendment to Contract and <br />Approve and Adopt First Reading of Ordinance Authorizing Amendment to <br />the Contract to Add Two Years Additional Service Credit for Local Safety <br />Members <br />DATE: April 7, 2003 <br />BACKGROUND: <br />California law provides the basic framework for the Public Employees' Retirement System and <br />in order to implement a benefit option, such as two years of additional service credit for eligible <br />Local Safety Members, the City must amend its contract, with CAPERS. <br />DISCUSSION/ANALYSIS: <br />The City of Colton is in the midst of restructuring its organization and streamlining its work <br />force and presently, the City provides the two years of additional service credit for local <br />miscellaneous members. With City Council direction, Staff is initiating steps to amend the <br />City's contract with Ca1PERS so that it can provide eligible local safety members two years of <br />additional service credit, based on the fact that the best interest of the agency would be served by <br />granting such additional service credit. <br />By City Council action, the City of Colton will elect to become subject to Government Code <br />Section 20903 so that it may offer the additional service credit (golden handshake), at an <br />additional cost, based on the fact that impending mandatory transfers, demotions, and layoffs <br />constitute at least one percent (1 %) of the job classification, department or organizational unit, as <br />designated by the City Council, resulting from the curtailment of, or change in the manner of <br />performing, its services. Under the pertinent section, it is the intent to keep all vacancies created <br />by retirements under this section or keep at least one vacancy in any position in any department <br />or other organizational unit permanently unfilled thereby resulting in reduction of the work force <br />and economic savings. <br />
