TO: <br />FROM: <br />SUBJECT <br />DATE: <br />CITY OF COLTQK,; <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF December 2, 2003 <br />HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />Ron Kenny, Community Services Director ?0 - <br />lto #7 <br />Approval 'of Application Resolution for the Youth Soccer Recreation Development <br />Grant Program, 2002 <br />November 24, 2003 <br />BACKGROUND: <br />Over a year ago, the citizens of the State of California approved the Safe Neighborhood Parks, Clean <br />Water, Clean Air and Coastal Protection Bond Act of 2002. This important bond measure guaranteed <br />funding throughout the state to enhance parks, recreation and leisure time pursuits. <br />ANALYSIS/DISCUSSION: <br />Staff is interested in applying for the Youth Soccer Recreation Development Program grant, a grant that <br />is a part of the Bond Act of 2002. Specifically, this grant would be a back-up grant to the Murray Hayden <br />Grant previously approved by the City Council on November 4 2003. State approval of either grant <br />would assist in providing a ten -field soccer/football complex within the proposed Colton Regional Park. <br />The Youth Soccer Recreation Development grant provides funding for capital projects such as the <br />development of new soccer, baseball, softball and basketball recreation opportunities. <br />The State Department of Parks and Recreation, who oversees this funding program, has requested that <br />the City Council approve a resolution approving the application. Staff is again recommending that the <br />City and San Bernardino County Parks partner in the development of this grant proposal. <br />A Match is required for this particular grant, making it less appealing than the Murray Hayden Grant <br />where no match was required. This match depends on the amount of grant funding approved. <br />Contributions to the match can be in the form of monetary or non -monetary, may come from either the <br />applicant's local resources or from private or non -state sources, or a combination of both. <br />FISCAL IMPACT: <br />Unknown at this time. <br />RECOMMENDATION: <br />City Council approve the proposed Resolution allowing the City of Colton to apply for grant funds under <br />the Youth Soccer and Recreation Development Grant Program as part of the Safe Neighborhood Parks, <br />Clean Water, Clean Air and Coastal Protection Bond Act of 2002. <br />Attachment: Resolution <br />
