CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 18, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Dilu deAlwis, Finance Director W <br />Item #2 <br />SUBJECT: Request for recruitment and ratification of employee appointment <br />for the full time position of Sr. Office Specialist in the Finance Dept. <br />DATE: February 10, 2003 <br />BACKGROUND: <br />The Senior Office Specialist in the Finance Department will be responsible for processing accounts <br />payable transactions for the entire city. This is a vital position for the department and there are no <br />internal candidates available to fill this vacancy created by a retirement. The existing salary range <br />for this position is $2,492 - $3,029. <br />DISCUSSION/ANALYSIS: <br />The retirement of the Accounting Technician after 23 years of service to the City of Colton has <br />created a vacancy in the Finance Department. The said employee has accepted a golden handshake <br />and in order to comply with the requirements of the golden handshake program, Finance will under - <br />fill this position with a Sr. Office Specialist as well as keeping vacant a Sr. Office Specialist <br />position that is not filled at this time. <br />The Senior Office Specialists will be responsible for processing all Accounts Payable transactions <br />for the entire city. This position is General Fund funded, however as part of the Finance <br />Department budget, will be allocated throughout all funds. <br />ALTERNATIVE: <br />Keep the position vacant and direct existing staff to handle responsibilities of processing Accounts <br />Payable. However since the Finance Department has only one clerical position filled, this will <br />create over time costs as well prevent timely payments to vendors, potentially creating a negative <br />credit rating. <br />FINANCIAL IMPACT: <br />This is a budgeted position in the Finance Department and salaries and benefits will be charged to <br />the following accounts 100-6040-6041-1010 (salaries) and 100-6040-6041-1100 (benefits) <br />ENVIRONMENTAL IMPACT: <br />None <br />
