CITY OF COLTON Item #17 AGENDA REPORT FOR COUNCIL MEETING OF JULY 15, 2003 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: KENNETH RULON, CHIEF OF POLICE SUBJECT: APPROVE AGREEMENT TO PROVIDE ANIMAL CONTROL SERVICES TO CITY OF GRAND TERRACE; AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND EXECUTE THE AGREEMENT; AND AUTHORIZE CITY STAFF TO BEGIN RECRUITMENT FOR THE POSITION OF ANIMAL CONTROL OFFICER TO PROVIDE SERVICES UNDER THE AGREEMENT DATE: JULY 9, 2003 BACKGROUND: The City of Grand Terrace has requested that the City Colton Police Department enter into an agreement to provide certain animal control related services to Grand Terrace. The Colton Police Department currently provides animal control services for the City of Colton utilizing one Animal Control Officer. DISCUSSION/ANALYSIS: The City of Colton Police Department currently provides animal control services for the City of Colton. The City of Grand Terrace has requested that the City of Colton enter into an agreement to provide the same services for their City. Under the terms of the agreement, the City of Grand Terrace will pay to the City of Colton $39,500.00 per year for basic animal control services. The initial term of the agreement is three (3) years, with one (1) year renewal terms. During this initial term, the City of Grand Terrace cannot terminate the agreement except for cause. The City of Colton can terminate the agreement at any time upon ninety (90) days written notice. FINANCIAL IMPACT: The costs incurred to perform the provisions of the agreement will be offset by the revenue generated as explained in the agreement. ENVIRONMENTAL IMPACT: None. CONFLICT OF INTEREST— Gift Disclosure Requirements Not applicable. ALTERNATIVES: Do not authorize any of the recommended actions and continue to provide only 40 hours per week animal control coverage for the City of Colton.
