Delgado, Human Resources Manager 16 <br />SUBJECT: Approve and Adopt Proposed Resolutions Formally Establishing Window <br />Periods for the Golden Handshake (GC20903) for Safety and Miscellaneous <br />Members <br />DATE: June 9, 2003 <br />BACKGROUND: <br />Effective June 6, 2001, the City's contract with the California Public Employees' Retirement System <br />(CalPERS) was amended to allow two years of additional service credit (Golden Handshake) to local <br />miscellaneous members only. <br />The same PERS contract was amended effective June 6, 2003, allowing the City to provide the golden <br />handshake (two years of additional service credit) to eligible Safety Members. <br />ANALYSIS/DISCUSSION: <br />In continuing the restructure of the City's work force, the City Council directed City Staff to offer <br />additional service credit, better known as the Golden Handshake, to eligible employees, specifically, <br />Miscellaneous Members and Safety Members, pursuant to Government Code Section 20903 and 7507, as <br />follows: <br />MISCELLANEOUS MEMBERS: <br />(Two) Water Distribution Operator III Position - Water/Wastewater Utilities Department <br />Utilities Plans Examiner Position - Water/Wastewater Utilities Department <br />Electric Engineering & Power Resources Manager Position - Electric Utility Department <br />Energy Services Specialist Position - Electric Department <br />Sub -Station Superintendent Position - Electric Department <br />Meter Operations Supervisor Position - Electric Utility Department <br />Risk Manager - Finance Department <br />Animal Control Officer - (non -sworn) Police Department <br />Library Branch Coordinator - City Library Department <br />At the June 3' City Council meeting, the City established another time period, from June 18, 2003 to <br />December 13, 2003, during which eligible Miscellaneous Members must retire to receive the additional <br />service credit. <br />
