Delgado, Human Resources Manager 16 SUBJECT: Approve and Adopt Proposed Resolutions Formally Establishing Window Periods for the Golden Handshake (GC20903) for Safety and Miscellaneous Members DATE: June 9, 2003 BACKGROUND: Effective June 6, 2001, the City's contract with the California Public Employees' Retirement System (CalPERS) was amended to allow two years of additional service credit (Golden Handshake) to local miscellaneous members only. The same PERS contract was amended effective June 6, 2003, allowing the City to provide the golden handshake (two years of additional service credit) to eligible Safety Members. ANALYSIS/DISCUSSION: In continuing the restructure of the City's work force, the City Council directed City Staff to offer additional service credit, better known as the Golden Handshake, to eligible employees, specifically, Miscellaneous Members and Safety Members, pursuant to Government Code Section 20903 and 7507, as follows: MISCELLANEOUS MEMBERS: (Two) Water Distribution Operator III Position - Water/Wastewater Utilities Department Utilities Plans Examiner Position - Water/Wastewater Utilities Department Electric Engineering & Power Resources Manager Position - Electric Utility Department Energy Services Specialist Position - Electric Department Sub -Station Superintendent Position - Electric Department Meter Operations Supervisor Position - Electric Utility Department Risk Manager - Finance Department Animal Control Officer - (non -sworn) Police Department Library Branch Coordinator - City Library Department At the June 3' City Council meeting, the City established another time period, from June 18, 2003 to December 13, 2003, during which eligible Miscellaneous Members must retire to receive the additional service credit.
