IN THE <br />AMOUNT OF $210,300. <br />DATE: MARCH 11, 2003 <br />The Redevelopment Agency Manager requested the Purchasing Division establish a contract for the demolition and <br />removal of various vacant and abandoned manufactured single family dwellings at Rancho Mediterrania Mobile Home <br />Estates located at 700 East Washington Street. <br />DISCUSSION/ ANALYSIS <br />On February 4, 2003, the Purchasing Division advertised for sealed Request for Bids for the Demolition and Removal <br />manufactured single-family dwellings for the Redevelopment Agency. In addition to advertising in local newspapers the <br />Purchasing staff mailed the "Notice Inviting Request for Bids" and complete bid packets to seven vendors. The Bid <br />opening was held at 2:30 p.m., February 19, 2003 in the Purchasing Office. No Bids were received. State law authorizes <br />the Agency to proceed without further competitive bidding when no bids are received in response to a notice inviting bids. <br />Under this authority, staff called and requested informal quotes from various vendors. Five quotes were received. The <br />quotes are as follows: Structural Consultants for $210,300, Warren Duncan Contracting for $284,800, Myers Construction <br />for $285,645, Action Environmental for $313,756, and C.R. Gann for $370,950. <br />Staff is recommending the Agency award a contract to Structural Consultants, the low quote, for the demolition and <br />removal of the 32 manufactured single-family dwellings at Rancho Mediterrania Mobile Home Estates on an as requested <br />basis. <br />ALTERNATIVES <br />Require staff to proceed with another formal, competitive bidding process. This would delay the Agency in the removal of <br />the vacant and abandoned homes, which will ultimately delay the sale of new homes on agency owned lots. <br />FINANCIAL IMPACT <br />Funds are available in the FY 02/03 budget, Redevelopment Agency Rancho Mediterrania Project Capital Improvement <br />Area account number 855-9550-9551-3890. <br />ENVIRONMENTAL IMPACT <br />None. <br />Staff recommends the Agency enter into contract with Structural Consultants for the demolition and removal of a <br />manufactured single-family dwellings located at Rancho Mediterrania Mobile Home Estates, 700 East Washington St., in <br />an amount not to exceed $210,300. <br />City Attorney: �bAA—Zz Finance <br />City Manager: OTHER: <br />Report Prepared by: Nicole Mihld, Buyer <br />
