Zamora, Community Development Director <br />SUBJECT: Environmental Impact Report Certification, Adoption of Specific Plan <br />Amendment and Approval of Tentative Tract Map #16289 (File Index <br />Number: DT- 95 -01, Paul & Marion Schwadel Trust) <br />DATE: May 13, 2003 <br />BACKGROUND: <br />The Paul and Marion Schwadel Trust (applicant) requests City Council approval of the following <br />entitlements: <br />1. Tentative Tract Map 16289, a proposal to subdivide approximately 98 acres into 92 single - <br />family residential parcels and four (4) open space parcels. <br />2. Specific Plan Amendment No. 02 -01, a request to approve amendments to the Reche <br />Canyon Specific Plan to accommodate the 92 parcel development; and <br />3. Certification of an Environmental Impact Report (EIR) which has been prepared for the <br />proposed project by LSA Associates on behalf of the City. <br />ANALYSIS/DISCUSSION: <br />The applicant proposes to subdivide three (3) parcels of land comprising 98 acres into 92 single family <br />residential parcels. The proposed project is located in Reche Canyon on property that is entirely <br />sloped . The property is located within the boundaries of the Reche Canyon Specific Plan. Although <br />the project is consistent with the Specific Plan's general density requirements, the design standards <br />would prohibit development of the project at the density proposed. For that reason, the applicant <br />submitted a request to amend several components of the Specific Plan to accommodate the project. <br />These include: <br />➢ Allowing development of 92 single family residential lots on up to 1:1 slopes; <br />➢ Creating a new Planning Area 9A within the Specific Plan so that the slope requirements <br />and revised development standards are self - contained; <br />➢ Modifying certain design and grading standards to accommodate the project <br />(A complete list of the changes is shown in the attached Planning Commission Agenda Report and <br />Exhibit "A" of the City Council Ordinance.) <br />As mentioned previously, the proposed tentative map also proposes the creation of four (4) open space <br />parcels. The conditions of approval will require the applicant to maintain the open space lots or deed <br />them to an entity that will be responsible for their perpetual maintenance. <br />
