Rulon to the <br />position of Chief of Police <br />DATE: May 13, 2003 <br />BACKGROUND: There is a need to fill the position of Chief of Police in the Police Department. <br />Late last year the City retained Bob Murray and Associates an Executive Recruitment Finn to <br />assist with a nationwide recruitment for the City of Colton's next Chief of Police. <br />DISCUSSION/ANALYSIS: This full-time position was vacated upon Chief Randy Heusterberg's <br />retirement. The position was filled by Captain Joe McCann in an acting capacity throughout the <br />recruitment process. The City of Colton and Bob Murray and Associates completed the recruitment <br />process during the month of April 2003 and the City of Colton and Kenneth E. Rulon reached <br />agreement with regards to contract terms on May 8, 2003. <br />FINANCIAL IMPACT: Funding availability for this general fund position in the fiscal year <br />020/03 budget namely: Account No. 100-6070-6071-1010 (salary) and Account No. 100-6070- <br />6071-1100 (related benefits). <br />ENVIRONMENTAL IMPACT: None <br />RECOMMENDATION: Staff recommends that the City Council approve the ratification of <br />Kenneth E.
