Item #16 <br />REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON <br />For the Redevelopment Agency Meeting of <br />May 20, 2003 <br />TO: Honorable Chairman and Agency Boardmembers <br />FROM: Candace Cassel, Redevelopment Manag <br />SUBJECT: Consideration and Approval of Agency Resolution No. 811 <br />Adopting Rules Governing Participation and Preferences for <br />Owners, Operators of Businesses and Tenants; and Relocation <br />Rules and Regulations for the La Cadena Corridor <br />Redevelopment Project Area <br />DATE: Mav 12. 2003 <br />Background <br />The Redevelopment Agency for the City of Colton (the "Agency") is currently proposing a new project <br />area which will be known as the La Cadena Corridor Redevelopment Project Area. <br />On March 5, 2002 the Redevelopment Agency for the Colton of Colton engaged the services of GRC <br />Associates for consulting services to effectuate the Project Area formation. <br />On January 14, 2003, the Planning Commission approved and adopted Resolution No. R-01-03 <br />selecting the boundaries within the Survey Area for the Project Area and approved the submittal of <br />the Preliminary Plan to the Redevelopment Agency pursuant to Health and Safety Code Section <br />33325. Subsequently, the Planning Commission has approved changes to the boundaries of the <br />Project Area to more accurately reflect the boundaries of the existing project areas that abut the <br />proposed Project Area. <br />Since then, every property owner and tenant within the proposed Project Area has been mailed a <br />newsletter via first class mail about the proposal and four community meetings have been held to <br />inform the community about the redevelopment effort. <br />Discussion/Analysis <br />Section 33339.5 of the Community Redevelopment Law ("CRL") requires that the Redevelopment <br />Agency for the City of Colton (the "Agency"), within a reasonable period of time before its approval of <br />the Redevelopment Plan, adopt rules for the extension of preferences to property owners and <br />persons who are engaged in business in the La Cadena Corridor Redevelopment Project Area (the <br />"Project Area") to re-enter in business in the Project Area if they otherwise meet the requirements <br />prescribed by the Redevelopment Plan for the Project Area. <br />The purpose of the Rules Governing Participation and Preferences for Owners, Operators of <br />Business and Tenants, or the Owner Participation Rules as they are commonly known, is to provide <br />
