Item #18 <br />CITY OF COLTON <br />For the City Council Meeting <br />of May 20, 2003 <br />TO: Honorable Mayor and Councilmembers <br />FROM: Candace Cassel, Redevelopment Manager \ J <br />SUBJECT: Consideration and Approval of City Council Resolution Authorizing <br />and Consenting to a Joint Public Hearing with the Redevelopment <br />Agency for the City of Colton on the Redevelopment Plan for the <br />La Cadena Corridor Redevelopment Project Area and Final <br />Environmental Impact Report <br />DATE: May 12, 2003 <br />Background <br />The Redevelopment Agency for the City of Colton proposes to create a new project area, known <br />as the La Cadena Corridor Redevelopment Project Area (the "Project Area"). The proposed <br />Project Area will encompass approximately 1,756 acres within the City of Colton. One of the <br />features of this Project Area is that it contemplates the inclusion of approximately 16 acres of <br />unincorporated county area within the Project Area. <br />On March 5, 2002 the Redevelopment Agency for the Colton of Colton engaged the services of <br />GRC Associates for consulting services to effectuate the Project Area formation. <br />Before the City Council can consider approval of the Redevelopment Plan on the Project Area <br />and Final Environmental Impact Report ("EIR"), the Agency and City Council must each conduct <br />a public hearing on the Redevelopment Plan. <br />Discuss ion/Ana lvsis <br />Based upon Health and Safety Code requirements, the Agency and the City Council, with the <br />consent of both, may hold a joint public hearing on the Redevelopment Plan and EIR. A notice <br />of the public hearing must be published in a newspaper of general circulation and a copy of the <br />notice is required to be mailed, by first-class mail, to the last known assessee of each parcel of <br />land in the area designated in the Redevelopment Plan. Additionally, the notice is required to <br />be mailed to all residents and businesses within the Project Area by first-class mail and to the <br />governing body of each taxing agency by certified mail. <br />Through the adoption of the attached resolution, the Agency will authorize and consent to hold a <br />joint public hearing with the City Council as follows: <br />DATE: Tuesday, July 1, 2003 <br />TIME: 6:00 PM <br />PLACE: Council Chambers, Colton City Hall <br />
