Item #18 CITY OF COLTON For the City Council Meeting of May 20, 2003 TO: Honorable Mayor and Councilmembers FROM: Candace Cassel, Redevelopment Manager \ J SUBJECT: Consideration and Approval of City Council Resolution Authorizing and Consenting to a Joint Public Hearing with the Redevelopment Agency for the City of Colton on the Redevelopment Plan for the La Cadena Corridor Redevelopment Project Area and Final Environmental Impact Report DATE: May 12, 2003 Background The Redevelopment Agency for the City of Colton proposes to create a new project area, known as the La Cadena Corridor Redevelopment Project Area (the "Project Area"). The proposed Project Area will encompass approximately 1,756 acres within the City of Colton. One of the features of this Project Area is that it contemplates the inclusion of approximately 16 acres of unincorporated county area within the Project Area. On March 5, 2002 the Redevelopment Agency for the Colton of Colton engaged the services of GRC Associates for consulting services to effectuate the Project Area formation. Before the City Council can consider approval of the Redevelopment Plan on the Project Area and Final Environmental Impact Report ("EIR"), the Agency and City Council must each conduct a public hearing on the Redevelopment Plan. Discuss ion/Ana lvsis Based upon Health and Safety Code requirements, the Agency and the City Council, with the consent of both, may hold a joint public hearing on the Redevelopment Plan and EIR. A notice of the public hearing must be published in a newspaper of general circulation and a copy of the notice is required to be mailed, by first-class mail, to the last known assessee of each parcel of land in the area designated in the Redevelopment Plan. Additionally, the notice is required to be mailed to all residents and businesses within the Project Area by first-class mail and to the governing body of each taxing agency by certified mail. Through the adoption of the attached resolution, the Agency will authorize and consent to hold a joint public hearing with the City Council as follows: DATE: Tuesday, July 1, 2003 TIME: 6:00 PM PLACE: Council Chambers, Colton City Hall
