CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 7, 2003 <br />TO: Honorable Mayor and City Council <br />FROM: Daryl Parrish, City Manager <br />Historic Preservation Officer <br />Item #1 <br />SUBJECT: Approve Amendment to the Historic Preservation Ordinance Regarding <br />Rescission of or Amendments to Designations of Landmarks, Historic <br />Properties and Historic and/or Scenic or Urban Conservation Districts. <br />DATE: September 30, 2003 <br />BACKGROUND: <br />On January 8, 2003 direction was given to staff by the Historic Preservation Commission to <br />amend the Historic Preservation Ordinance to include the process for a request for rescission of <br />a designated Historic Landmark. <br />DISCUSSION/ANALYSIS: <br />In the Historic Preservation Ordinance, Section 15.40.080(8)(10) provides that the amendment <br />or rescission of any designation shall be in the same manner and procedures as was followed in <br />the original designation. <br />Staff reviewed and determined that the section that outlines the procedure for rescission should <br />be deleted and restated. The changes address the concerns of the Historic Preservation <br />Commission to allow the owner of a designated historic resource to request rescission of a <br />landmark designation. <br />The Historic Preservation Commission reviewed the ordinance at the commission meeting of <br />September 18, 2003. <br />FINANCIAL IMPACT: <br />The designation of this historic landmark will create no financial impact to the City. <br />ENVIRONMENTAL IMPACT: <br />The project has been determined to be categorically exempt pursuant to Section 15061(b)(3) <br />and Section 15331 of the California Environmental Quality Act (CEQA) Guidelines. <br />RECOMMENDATION: <br />Staff recommends approval of an ordinance amending chapter 15.40 of the City of <br />Colton Municipal Code regarding rescission of or amendments to designations of <br />landmarks, historic properties and historic and/or scenic or urban conservation districts. <br />Attachment: Ordinance <br />REVIEW TEAM O" �, <br />City Attorney: _�` '— Finance Directo'^�ryp_ <br />City Manager: OTHER: <br />
