Item #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 7, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DARYL PARRISH, CITY MANAGER <br />SUBJECT: ADOPTION OF ORDINANCE TO AUTHORIZE COMMUNITY <br />SPONSORSHIP PROGRAMS IN PARKS AND COMMUNITY SPORTS <br />FACILITIES <br />DATE: SEPTEMBER 30, 2003 <br />BACKGROUND: <br />The Colton Municipal Code currently prohibits all signs in parks, except for signs posted by <br />concessionaires who hold lease agreements with the City for posting such signs. The City would <br />like to amend the existing sign regulations to permit sponsorship signs advertising in parks and <br />community sports facilities under a community sports facility sponsorship program. <br />DISCUSSION/ANALYSIS: <br />The proposed ordinance clarifies the City's recently revised sign regulations to encompass <br />community sports facilities. Specifically, the proposed ordinance defines community sports <br />facilities as any facility, area or enclosure on land owned by the City and used for organized <br />community sporting events. The proposed ordinance also adds community sports facilities to the <br />permitted areas where signs may be placed pursuant to a community sports facility sponsorship <br />program. <br />The proposed ordinance also requires that the City Council must approve by resolution a <br />community sponsorship program to allow signs in a community sports facility. In such resolutions, <br />the City Council must make a finding that the sponsorship program is "not contrary to the health, <br />safety and welfare of the residents of the City of Colton or materially injurious to adjacent <br />properties." <br />FINANCIAL IMPACT: <br />The proposed ordinance would provide a financial mechanism to support community sports <br />activities, thus providing a beneficial financial impact to the City. <br />ENVIRONMENTAL IMPACT: <br />The proposed ordinance would not create any environmental impact. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Not applicable. <br />
