Item #2 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF OCTOBER 7, 2003 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: DARYL PARRISH, CITY MANAGER SUBJECT: ADOPTION OF ORDINANCE TO AUTHORIZE COMMUNITY SPONSORSHIP PROGRAMS IN PARKS AND COMMUNITY SPORTS FACILITIES DATE: SEPTEMBER 30, 2003 BACKGROUND: The Colton Municipal Code currently prohibits all signs in parks, except for signs posted by concessionaires who hold lease agreements with the City for posting such signs. The City would like to amend the existing sign regulations to permit sponsorship signs advertising in parks and community sports facilities under a community sports facility sponsorship program. DISCUSSION/ANALYSIS: The proposed ordinance clarifies the City's recently revised sign regulations to encompass community sports facilities. Specifically, the proposed ordinance defines community sports facilities as any facility, area or enclosure on land owned by the City and used for organized community sporting events. The proposed ordinance also adds community sports facilities to the permitted areas where signs may be placed pursuant to a community sports facility sponsorship program. The proposed ordinance also requires that the City Council must approve by resolution a community sponsorship program to allow signs in a community sports facility. In such resolutions, the City Council must make a finding that the sponsorship program is "not contrary to the health, safety and welfare of the residents of the City of Colton or materially injurious to adjacent properties." FINANCIAL IMPACT: The proposed ordinance would provide a financial mechanism to support community sports activities, thus providing a beneficial financial impact to the City. ENVIRONMENTAL IMPACT: The proposed ordinance would not create any environmental impact. CONFLICT OF INTEREST — Gift Disclosure Requirements Not applicable.
