Item #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF October 7, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DAVID ZAMORA, DIRECTOR OF COMMUNITY DEVELOPMENT <br />AMER JAKHER, CITY ENGINEER <br />SUBJECT: AMENDMENT TO MUNICIPAL CODE CONCERNING COMPACTION <br />OF BUILDING PADS IN AREAS SUSCEPTIBLE TO EARTH <br />MOVEMENT <br />DATE: SEPTEMBER 29, 2003 <br />BACKGROUND: <br />Chapter 15.04 of the Colton Municipal Code sets forth the California Building Standards Code <br />(i.e., the Uniform Building Code), which was adopted by the City by reference. Section 15.04.020 <br />of the Colton Municipal Code sets forth the modifications to the Building Code, which are <br />necessary to address the particular safety needs of the City caused by its unique climatic, <br />topographic and geologic conditions. <br />DISC USSION/ANALYSIS: <br />Section 15.04.020(A)(14) currently requires every building pad that is located in areas established <br />to be susceptible to earth movement due to soil conditions (i.e., La Loma Hills/Reche Canyon <br />Hills) to be 95% relative compaction. It has recently come to staffs attention that it may not be <br />appropriate to require 95% compaction for every building pad in the La Loma Hills/Reche Canyon <br />Area because not all areas within the La Loma Hills/Reche Canyon Area are susceptible to earth <br />movement. Moreover, there are many other areas in the City that may be susceptible to earth <br />movement but which would not be subject to the 95% compaction requirement set forth in Section <br />15.04.020(A)(14). Therefore, the City Attorney's office has prepared an ordinance that would <br />require building pads to be 95% relative compaction only if a soils report reveals that the area is <br />susceptible to earth movement due to soil conditions. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Not applicable. <br />ORANGEVR\6631 <br />
