CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 7, 2003 Item #13 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DARYL PARRISH, CITY ATTORNEY <br />SUBJECT: ADOPTION OF RESOLUTIONS APPROVING COMMUNITY SPORTS <br />FACILITY SPONSORSHIP PROGRAMS FOR KEN HUBBS LITTLE <br />LEAGURE SPORTS FACILITY AT MAX J. LOFY PARK AND BIG <br />LEAGUE DREAMS COMMUNITY SPORTS FACILITY <br />DATE: SEPTEMBER 30, 2003 <br />BACKGROUND: <br />The City Council is currently considering adoption of an ordinance to amend the City's existing <br />sign regulations to permit signs in parks and community sports facilities under community <br />sponsorship programs approved by City Council resolution. The proposed resolutions conform to <br />the prescribed actions in the ordinance to establish community sponsorship programs for the Ken <br />Hubbs Little League Sports Facility at Max J. Lofy Park and for the Big League Dreams <br />Community Sports Facility. <br />DISC USSION/ANALYSIS: <br />The purpose of community sponsorship programs is to allow placement of advertising at <br />community sports facilities in order to generate funds to support community sports activities. The <br />proposed resolutions would allow placement of signs as authorized under the Colton Municipal <br />Code, pursuant to the ordinance currently under consideration. The proposed resolutions <br />specifically provide the required finding that the community sports facility sponsorship programs <br />are appropriate and are not contrary to the health, safety and welfare of the residents of the City <br />of Colton or properties surrounding the subject sports facilities. <br />In addition, the proposed resolutions describe the dimensions, materials and the number of <br />advertising signs, as well as the locations where they will be placed. Finally, both resolutions <br />would become effective on the same date as the ordinance currently under consideration. <br />FINANCIAL IMPACT: <br />The proposed resolutions would permit signs in the community sports facilities indicated above, <br />which would provide a financial mechanism to support these community sports activities. This <br />would be a beneficial financial impact to the City. <br />ENVIRONMENTAL IMPACT: <br />No environmental impact is anticipated <br />
