CITY OF COLTON AGENDA REPORT Item #14 For the Colton Utility Authority Meeting of October 7, 2003 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS SUBJECT: ACCEPTANCE OF WELLS 15, 17, AND WELL 24 EMERGENCY WELLHEAD TREATMENT — PIPELINE CONSTRUCTION BY NORSTAR AS 100% COMPLETE AND AUTHORIZATION FOR THE DIRECTOR OF WATER AND WASTEWATER OPERATIONS TO FILE THE NOTICE OF COMPLETION DATE: July 29, 2003 On February 5, 2003, the Authority adopted Resolution No. CUA -2003-01 declaring an emergency condition exists that requires negotiation and execution of contracts with vendors as necessary for emergency repairs and services to complete a wellhead treatment system for Well Nos. 15, 17, and 24. DISCUSSION/ANALYSIS Norstar Plumbing & Engineering Company was contracted to complete pipeline construction and has done so in a professional and timely manner. The pipeline is a part of the design -build wellhead treatment system that will help with the restoration of the City's water supply to pre -perchlorate contamination levels and allow for reactivation of the wells. FINANCIAL IMPACT Funds are available in the Water Capital Equipment Account Number 521-8100-8101-3890. ENVIRONMENTAL IMPACT Notices of Exemption are on file with the San Bernardino County Clerk for the wellhead treatment system at each of the wells.
