CITY OF COLTON Item #15 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of October 7, 2003 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AUTHORIZATION FOR ASSIGNMENT OF CONTRACT TO ENGINEERING RESOURCES OF <br />SOUTHERN CALIFORNIA, INC. (ERSC) AS NEW OWNERS/MANAGERS OF THE <br />CONSULTING ENGINEERING FIRM FORMERLY KNOWN AS JOHN EGAN AND <br />ASSOCIATES, INC. <br />DATE: September 30, 2003 <br />BACKGROUND <br />On May 15, 2001 the Colton Utility Authority (Authority) approved an Agreement with John Egan and <br />Associates, Inc., (JEA), in the amount of $215,000 for Phase II, Designing and Construction of Montecito <br />Reservoir No. 2. The previous Water Master Plans adopted by the City Council identified the need to <br />construct an additional reservoir near the existing Montecito Reservoir No. 1 (east of Reche Canyon Road and <br />south of Washington Street). The Authority has also approved two change orders for additional design work, <br />the Utilities Directors determined necessary, and other work largely consisting of preparation and submittal of <br />an application to the Planning Department and site -acquisition related services. <br />DISCUSSION/ANALYSIS <br />As noted in the attached letter, JEA has changed ownership. The attached amendment, prepared by Best, <br />Best & Krieger, allows for the assignment of the contract to ERSC which will enable the project to continue in a <br />timely manner. <br />FINANCIAL IMPACT: None for this contract transferal. <br />ENVIRONMENTAL IMPACT <br />There are none associated with this amendment for a change of engineer designation. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Engineering Resources of Southern California, Inc. <br />President: Matt Brudin <br />Contact: John G.
