Cassel, Redevelopment Manage <br />c()'�) <br />SUBJECT: Consideration and Approval of an Annual Professional <br />Services Agreement with the National Development Council <br />for Real Estate and Advisory and Financing Services. <br />DATE: July 26, 2004 <br />BACKGROUND <br />National Development Council (NDC) is a non-profit organization that provides consulting <br />services to developers and cities on community development issues. It also provides real <br />estate analysis and financial consultant services to the Agency. The Redevelopment Agency <br />originally engaged the services of NDC on July 1, 1997 to assist it in obtaining alternative <br />financial resources and to leverage the Agency's existing financial assets to achieve the <br />goals outlined in its Implementation Plan. <br />Some of the issues NDC has assisted the Agency with include: obtaining $1,000,000 in <br />working capital for Moss Bros Ford, securing financing for the Big League Dreams Sports <br />Park and evaluating alternative financing sources for the McNeilus Truck expansion project. <br />NDC is also very active in assisting the City in the mitigation of the Delhi Sands Flower <br />Loving Fly, which impacts the West Valley Redevelopment Project Area, by utilizing various <br />financial sources. In addition, NDC has worked with the Agency on evaluating financing <br />alternatives for Rancho Mediterrania and Colton Palms. NDC also serves as a resource for <br />other small businesses looking for financial tools. <br />DISCUSSION/ANALYSIS <br />The Redevelopment Agency continues to require NDC's consultant services for the many <br />projects that it is working on, and as such, requests that the Board authorize entering into a <br />Professional Services Agreement with NDC, with the option of renewing the contract three <br />consecutive years for a period of one year at a time. <br />Based upon NDC's experience in financing and staff support, its familiarity with the County of <br />San Bernardino's financial programs, its relationships with outside investment organizations, <br />its understanding of Colton's endangered species issues and its non-profit status, the <br />Executive Director has determined that the purpose of public bidding has been satisfied <br />pursuant to Section 3.08.140(e) of the City's Purchasing Ordinance. Section 3.08.140(e) of <br />the City's Purchasing Ordinance provides that the "Purpose of Public Bidding is Otherwise <br />Accomplished when the City Manager (Agency Executive Director) determines that it is in the <br />best interest of the City (Agency) and its administrative operations to dispense with public <br />bidding for non-public projects." <br />
